This is a notice of intent to negotiate a sole source contract as prescribed in FAR 6.302-1. The USDA ARS intends to negotiate a firm fixed-price contract with Custom Technical Solutions, 1708 Dixon Rd, Gastonia, NC 28054, as the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available. Contractor will move, install and rehabilitate lap winding and combing equipment, and establish protocols for producing combed cotton textiles. Staff training in various textile processing technology to include principles of effectively opening, blending, cleaning, carding cotton lint, uniform drawing sliver and excellent roving production, proper preparation and setup for lap winding and combing for production of excellent combed cotton yarns, principles of modern yarn spinning on ring, rotor and vortex system. The NAICS code for this procurement is 541690. Other companies possessing the requisite expertise and resources are invited to submit in writing their capability statement with cost information that provides clear and convincing evidence of their capabilities to meet this requirement. This is not a request for quotation. Responses to this notice should be submitted to the contracting officer by July 3, 2008. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government.
