Opportunity Summary
The State of Oregon (State), acting by and through its Department of Administrative
Services, State Procurement (DAS SPO), on behalf of its Department of Transportation
issues this Request for Proposal (RFP) for Automated Pavement Management Data Collection
services.

The Oregon Department of Transportation ("Agency") is requesting proposals from qualified
individuals and/or firms to:
- collect automated pavement condition data and images on Oregon highways;
- provide a web-based viewer and software for data reduction and rating; and
- provide training on data and software.
The data will be used for network-level pavement management, project-level pavement
evaluation, and Highway Performance Monitoring System (HPMS) reporting. Collection of
other highway asset management data may be requested at the option of the Agency.

Agency currently collects pavement distress data visually, and uses automated collection
methods for roughness (International Roughness Index- IRI) and rutting. Video Log (*.jpg
images and continuous) is collected using a state owned Video Log Vehicle. Collection of
various Highway Asset Management data is mostly done by manual methods.

Proposals must demonstrate a thorough understanding of the project's overall needs and
objectives. Proposals must detail Proposer's understanding of and approach to the project,
address how each element of the Statement of Work will be accomplished, and identify any
work that will be performed by subcontractors.

The successful Proposer will, using a Contractor-provided vehicle traveling at or near
highway speeds, collect and provide Agency automated pavement data including roughness,
rut depth, faulting, distress, downward pavement images, and forward right of way video
log images. All raw data must be reduced and summarized to meet Agency requirements.
Global Positioning System (GPS) coordinates and milepoints must be included with all
images and data. Data and image collection is anticipated to occur on a 2-year cycle
beginning approximately July 2008 and ending December 2012.

Data and image collection must be done simultaneously using a single vehicle (single-pass
collection), although deviations may be allowed by advance written approval by the Agency
Project Manager. Work quantities and locations will be provided by Agency before work
commences.
