The Department of Energy, Idaho Operations Office (DOE-ID) isrequesting quotes
to provide a training course for DOE-IDs Radiological & Environmental
Sciences
Laboratory (RESL) Auditor training specific to ISO 17025:2005 and ILAC
G13:8/2007.
This solicitation is issued as a Request for Quotation (RFQ). Reference
Number
is DE-RQ07-08ID01258. The NAICS code for this RFQ is 611430.
Selection will be made on a best value basis in accordance with FAR Part
13,
with technical being more important than cost. Quotes will be evaluated
based
on their submitted overall project plan, resumes provided, and the overall
cost.
Quote Submittal Instructions: Your quote must be submitted by no later
than 5
p.m. MT, August 21, 2008. Your quote must include your DUNS number and
TINS
number. If you have a GSA contract for this type of work, please provide
this
number as well. Also include a point of contact. Your quote must include:
1. Task 1 information: The information listed under Task 1 of the Tasks
section of this RFQ.
2. Instructor(s) biography. The instructor(s) biography included in this
Plan
will be no longer than three (3) pages. The instructors biography will
demonstrate that he/she has, at a minimum, a Bachelors Degree in any of the
Sciences or in Engineering; five (5) years laboratory experience; and two
(2)
years auditor or training experience specifically for ISO 17025 and ILAC
G13:8/2007. Experience in ISO 9001 and ISO 43 must also be demonstrated.
2. Cost Quote: Must provide, at a minimum: (a) instructor hourly rate/cost
of
instruction; (b) materials; and (c) estimated travel cost of instructor.
Travel
costs are anticipated to be cost-reimbursable and based on Federal Travel
Rates. A breakout of how this price was determined must also be included
(airfare, per diem, etc.).
The course must be held between Monday and Thursday, be no longer than four
(4)
days in length and taught prior to September 30, 2008. The schedule will
be
agreed upon between the DOE and the vendor after award. The class will
consist
of approximately 12 individuals but no more than 30 individuals. No more
than
ten (10) hours of training (including breaks) will be allowed in one day.
In
addition a lunch period must be allowed each day of training.
DOE-ID will provide a suitable training facility and, upon request, an
overhead
projector/LCD projector, easels, DVD/VCR player, and television.
Location: It is anticipated that training will occur at either the DOE-ID
RESL
building, located approximately 55 miles north of Idaho Falls, or at 1955
Fremont Avenue, Idaho Falls, Idaho 83415.
Scope: The contractor is to provide auditor training that will
specifically
address the requirements for:
International Standards Organization (ISO) 17025:2005 General Requirement
for
Measurement and Testing Laboratories
International Laboratory Accreditation Councils (ILAC) G13:08/2007
Guidelines for the Requirements for the Competence of Providers of
Proficiency
Testing Schemes
The contractor will provide all necessary labor, materials and supplies,
other
than those listed as being provided by DOE-ID, to accomplish the tasks as
outlined under the Statement of Work, unless otherwise negotiated after
contract award.
Tasks:
1. Syllabus, biographies, and schedule: Contractor will deliver an overall
syllabus outlining objectives, suggested course curriculum, topics of
instruction, timeframes for each topic, and an overall course duration. In
addition, a schedule of training dates available and any equipment support
requirements, of those listed available by DOE-ID, will be provided.
Within 7
days of award, DOE will provide comments to the contractor for
incorporation
into the syllabus.
2. Course materials: Contractor will provide a copy of all course
materials
for review and comment by DOE within 15 days of award. DOE will provide
comments not later than 10 days from receipt.
3. Point of contact: Contractor will provide an individual to be the
single
point of contact for all matters pertaining to this course of instruction.
4. Final report/Certificates: Contractor will provide individual
certificates
for participants and a summary of participant evaluations within 20 days of
completion of training. The summary of evaluations is to be provided
electronically to the technical point of contact (TPOC) and Contract
Specialist
listed under the Invoice section. The training certificates are to be
provided
to the TPOC.
