The Federal Railroad Administration (FRA) intends to negotiate on a Sole Source basis with York Air Brake to procure a train simulator and related components and provide updated maintenance Support to the Federal Railroad Administration on a Sole Source basis. The train simulator shall have the capability to simulate the operation of train Equipped with commonly used cars and locomotives including those with ECP brakes, remote distributed power and LEADER equipment. The Federal Railroad Administration requires a simulator that can process and convert track charts into information useable by the simulator system. Also requires the contractor to provide an extensive locomotive database of the locomotive models to aid the simulator operator in building consists for training and analysis.
The simulator shall display the oncoming track on a monitor; provide track display with train placement, all operational parameters like coupler forces, etc. The simulator shall be of a mature design having been used extensively by most major railroads and must be validated for use with ECP brakes with remote power and LEADER equipment on locomotive.
New York Air Brake, a division of KNORR is the only contractor that can provide a simulator with the capabilities described above.
