The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price contract to Aviation Communication & Surveillance Systems (ACSS) to modify the TCAS 2000 software to incorporate the necessary changes of Radio Technical Commission for Aeronautics (RTCA) DO-185B in support of Naval Aviation s Traffic Alert and Collision Avoidance System (TCAS) program. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.


The effort includes development and test of modifications to the TCAS 2000 software for naval aircraft with the TCAS 2000 installed. Specific aircraft supported include the C-2A and KC/C-130F/R/T. Other naval commercial derivative aircraft also utilize the TCAS 2000 and may benefit from this software update.

ACSS is the Technical Standard Order (TSO) C-119 certified manufacturer of the TCAS 2000 installed in Navy C-2A and C-130 aircraft. ACSS owns all of the data rights to the hardware and the software resident in the hardware, and therefore, is the only source capable of modifying the Software.

The estimated period of performance is 8 months. Numbered note 22 applies. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
