This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-08-T-0022 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a small business set-aside; the North American Industry Classification System (NAICS) Code is 336212 with a Small Business Size Standard of five hundred (500) employees. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items (JUN 2006) (Deviation) and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than Monday,July 28, 2008, close of business four thirty (4:30) p.m. local central daylight time. They can be emailed to Randal.Halbrooks@ng.army.mil or facsimile to 615-313-0562. Offers will be evaluated using the Lowest Priced Technically Acceptable criteria outlined in FAR 15. The award will be made to the vendor whose proposal is most advantageous to the Government. The trailer shall be brand name or equal to model number HLB50 manufactured by Holden Industries Inc.
Trailers must contain the following salient characteristics to be considered technically acceptable for this requirement:
1. Axles: triple 25,000lbs on 49 inch centers.
2. Brakes: 16 1/2 x 7 w/automatic slack adjusters ABS (2S1M) on one axle & spring brakes on two tires
3. Tires: 255/70R 22.5 LR H Tubeless radials.
4. Wheels: 22.5x8.25 10 hole disc, hub piloted.
5. Suspension: Hutch 9700US 8-leaf spring
6. Deck length: 22' in well ahead of axles.
7. Deck width: 102 inches.
8. Deck height: 38 inches without wheel covers
9. Decking: oak hardwood.
10. Swing Clearance: 87 inches w/18 inch king pin setting.
11. 5th Wheel Height: 49 inches
12. D-rings: 6 pair in bed, 2 pair on bolsters.
13. Lights and Wiring: ICC/DOT sealed beam.
14. Landing gear: telescopic pin type drop legs
15. Beavertail length: 30 inches.
16. Ramps: 5' long hydraulic stand up
17. Bolsters: load bearing between wheels.
18. Wheel covers: 3/8 inch smooth plate.
19. Boom trough: None.
20. Outriggers: None:
21. Hydraulic stabilizer legs on rear of trailer.
22. Color: Holden yellow with undercoating.
23. Narrow gooseneck design.
