This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS SOLICITATION IS ISSUED AS REQUEST FOR QUOTATIONS (RFQ) NO. AG-4283-S-08-0016. Quote/Offers are due on or before close of business July 23, 2008. Late quotes/offers will not be considered. Quotes/offers received after date set for receipt of quotes will be rejected.

The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquistion Circular 2005-26, dated 6/12/2008.

Description of Requirement:

Furnish two (2) each 50 Ton LowBoy Trailer Transports WITZCO Model RN-50 OR EQUAL,

Item 1 Salient Characteristics:

--Full width neck & beaver tail
--Width 8ft 6in No Outriggers
--Capacity 100,000#
--Length 51ft 6in
--Load Deck 32ft 6in includes area above tires

--1x1x4in bar grate between main-frame back to first axle
--3/4 #9 expanded metal on faces of rear ramps. Use angle for grousers 8in oc

Item 2 Salient Characteristics and Required Options:

Exactly the same as Item 1 except for the following differences:

--Total of 14 D-rings on trailer, 2 each side of neck, 4 on each side of deck, 1 each on stumps
--10ft wide, narrow neck with neck fenders & storage in neck

NOTE: Federal Acuisition Regulation (FAR) Clause 52.211-6 Brand Name or Equal (AUG1999) is applicable to this Solicitation.

DELIVERY:
Item 1: FOB Destination to USDA Forest Service, Apalachicola Ranger District, Apalach Work Center, 23288 NM FM Harrell Highway (SR 12), approx. 12 miles south of Bristol, FL 32321

Item 2: FOB Destination to USDA Forest Service, Osceola Ranger District, 24874 US Hwy 90, Olustee, FLorida 32072

TIME FOR DELIVERY: 90 calendar days after receipt of order.

CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUES OR EXECUTIVE ORDERS--COMMERCIAL ITMES (JULY 2005) FAR 52.212-5
(A)The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items:

SUBMISSION OF OFFERS. Submit offers to the office specified in this Solicitation on or before the exact time specified in this Solicitation. As a minimum, offers must show--,

(1) Solicitation No.; (2) Time specified for receipt; (3) Name and address of offeror; (4) If furnishing an OR EQUAL product, offeror shall provide technical descriptions of item(s) being offered in sufficient detail to determine compliance with requirements in the Solicitation. This includes product literature, detailed specifications, warranty provisions, or other documents, if necessary; (5)Terms of any express warranty; (6) Price and any discount terms; (7) Remit to address, if different than mailing address; (8) Completed copy of the Representations and Certifications at FAR 52.212-3; (9) Acknowledgement of any Solicitation amendments;

EVALUATION: Offerors MUST meet technical requirements of Solicitation in order to be considered for award. If two or more offerors submit offers meeting the technical requirements award will be based on lowest total price offered.
