Provide Fiscal Agent services to the Department of Human Services (DHS),
Med-QUEST Division (MQD) in performing its functions related to processing
pharmacy and non-pharmacy claims
For Hawaii
Medical Assistance Programs
Pursuant
to the Hawaii Public Procurement Code, Chapter 103D, Hawaii Revised Statues,
the Department of Human Services (DHS), State of Hawaii, is soliciting sealed
proposals from a qualified organization to provide services necessary to utilize the Hawaii Pre-paid Medical
Management Information Systems (HPMMIS) operated by Arizona s Medicaid program,
the Arizona Health Care Cost Containment System (AHCCCS) for inputting,
adjudicating and reporting on pharmacy and non-pharmacy claims. The fiscal agent is required to provide its
own system for processing and authorizing prior authorization for pharmacy
services, and processing, adjudicating and reporting on pharmacy claims. The fiscal agent must also perform some prior
authorization of non-pharmacy services.
Finally, the fiscal agent must provide an imaging system to image hard
copy claims and attachments for pharmacy and non-pharmacy claims, a check-writing
system to print checks and reconcile bank statements for pharmacy and
non-pharmacy claims, and an accounts receivable system for generating invoices
and recording collections from manufacturer rebates. All systems must be able to interface with
HPMMIS.
Sealed proposals must be received on or
before June 16, 2008, 2:30 p.m., Hawaii Standard Time (HST) by the Department
of Human Services, Med-QUEST Division at 1001 Kamokila Blvd., Suite 317 Kapolei,
Hawaii 96707. Requests for Proposals may be obtained from
the said office by a fax or written request.

Offerors are encouraged to carefully read the
entire proposal document. The deadline
for submission of written questions is April 29, 2008, 2:00 p.m. H.S.T., and
notice of intent is May 23, 2008, 4:30 p.m. H.S.T. All written questions will receive a written
response from the State by May 13, 2008.
