| SCOPE OF WORK
Texas A&M; University (TAMU) at College Station, Texas requires an engineering firm to develop specifications and prints for surface preparation, containment, and painting the exterior of three (3) five hundred thousand gallon potable water storage tanks, one (1) three hundred thousand elevated tank and associated piping. The A/E will also develop the specifications for the surface preparation, containment, and painting the interior of two (2) ground storage tanks and the elevated tank. The specifications will address cleaning, painting and recommissioning of the interior of the tanks for potable water service.
The design will include required structural requirements to bring the tanks up to University standards. New man-way hatches and remedial welding will be required.
The bid documents must be completed by July 25, 2008 and reflect that the Wellfield North Ground Storage Tank shall be out of service from mid December 2008 to January 31, 2009 to coincide with minimal water demand.
The contract is required to meet all Federal, State of Texas, Texas A&M; University and Texas A&M; University System laws, rules and regulations.
The Project Engineer € s responsibilities are expected to include the preparation of project specifications, development of project scope of work, and testing/quality control as required to successfully complete the project. All project work is expected to follow the latest edition of Steel Structures Painting Council (SSPC), Master Painting Institute (MPI), Texas Asbestos Health Protection Rules, and OSHA and TCEQ Rules.
Additionally, the Project Engineer € s responsibilities are expected to include:
1. Site visits, field investigations, cost estimates, product research, record documents research, submittal review and preparation of construction drawings/specifications. This also includes investigation, preparation and submission of any required Local, State and Federal permits.
2. All specifications and project work to be in accordance with TAMU requirements and standards.
3. Drawings shall be developed and submitted in AutoCAD (Autodesk Inc.) .dwg format, release 2006 or higher. Reports and specifications shall be submitted in Microsoft Word .doc format, release 6.0 or higher or as an Adobe Acrobat € Portable Document File € (.pdf).
4. Provisions to be specified for protection of adjacent operations vehicles, personnel and equipment during repair, cleaning, preparation, and painting.
5. Labeling where required.
6. Recommendation of areas to test for lead and asbestos.
7. All surface corrosion repairs, surface preparation work, and or replacement to produce a professional finished result.
8. Coordinate all work and scheduling through TAMU € EDS and Water Distribution.
9. Construction documents must be prepared and sealed by an engineer registered in the State of Texas.
REQUIREMENTS OF RESPONSE
Interested firms should present for consideration (3) three copies of a bound document including the following:
1. Letter of Interest.
2. Company History.
3. Organization Chart, including any Subcontractors and their qualifications. TAMU has determined that subcontracting opportunities are probable, and a HUB Subcontracting Plan (HSP) is required for this project. Therefore, each submission must include a completed HSP in accordance with 34 TAC 20.14. The HUB participation goal for this project is 20%. The following potential subcontracting opportunities are probable on this project: Engineering Services, Professional (925-33), (925-56), (925-68), (925-88), (925-97); Architectural Services, Professional (906-07); Cost Estimating (961-21); Blue Printing Services (962-14). This Is Not Intended To Be A Comprehensive List. A/E firms are responsible for identifying all types of potential subcontracting work, including goods or services, which they are unable to provide with their own resources (i.e., equipment, supplies, materials, and/or employees). 4. List and description of related projects and/or thoughts on approach to this project.
5. Principals In-Charge for this Project.
6. Resumes of Principals and Key people, including Technicians. Provide credentials and or certification of everyone who will be assigned to the project. Identify all individuals by name and title that will provide support to the project including their location, position, specific responsibilities, educational background, experience, and technical capabilities.
7. A/E will include their experience (or subcontractor € s experience) developing Job Order Contracts for State of Texas agencies as part of the Requirements of Response.
8. Submit company Vendor Identification Number (VIN) or the Federal Employer Identification Number (FEIN).
Note: All requirements of response should be included in the bound document.
NOTICE OF AWARD
The University will review all submissions and rank them. Upon determination of the firm considered by the University to be the most qualified for this contract, negotiations will undertaken to develop mutually agreeable hourly rates and mark-ups for materials/expenses and related services. If agreement on rates cannot be achieved with the highest ranked firm, negotiations with that firm will be terminated and commenced with the next most qualified firm.
