1. Provide written communication to property owners informing them of the intent to acquire right of way, advising them of their rights. 2. Provide an appraisal prepared by State Certified Appraiser for use in negotiations. The appraisal will be completed in accordance with the Federal requirements. Also provide written review of each Appraisal Report in accordance with the Federal requirements. 3. Prepare and maintain Documents. Each parcel will have separate file. All correspondence with the land owners will be documented. 4. Review Titles for the liens or other exceptions reported in the title. 5. Recommend Negotiating price. Also provide services of qualified right of way agent to negotiate on behalf of the City of Lancaster. 6. Coordinate with the title company for closing procedure of each parcel. Also prepare transmittal package for each acquisition. Meet with the city staff as necessary to resolve negotiation issues and discuss parcel status. Acquire properties in accordance with the Uniform Act polices and procedures. Maintain negotiator € s log. 7. Turn in the each parcel € s document file at the end of process to the City of Lancaster.
