| SCOPE OF WORK
Texas A&M; University requires professional civil engineering (CE) services to develop construction documents for Transportation Services parking lot and garage renovation projects. These projects are generally small scope, short duration projects that must be executed quickly to meet mission needs of the University. CE firms must have the manpower and proven ability to perform field investigations and then produce construction documents for fast-track construction projects. Architectural services and use of a Registered Accessibility Specialist may be required on some projects. This contract will be for 12 months for an indefinite quantity of tasks invoiced at negotiated hourly rates, and related project expenses. The total fees and expenses will not exceed $200,000 unless approved in advance. There will be an option to extend the contract for an additional 12 months.
The Engineering services required include, but are not limited to the following: inspecting the existing condition of various parking lot surfaces and provide recommendations of repair/reconstruction strategies, such as full depth reclamation; budgetary estimates for projects; preparing construction documents; addressing design issues such as landscaping, drainage, construction impacts, phasing and safety; attend pre-bid and pre-construction conferences and all project meetings; all site visits, field investigations, utility locations, surveying, assessments, recommendations, studies, reports, analysis, cost estimates, product research, and record documents research; conduct and review material and shop drawing submittals received from the Contractor. The Engineer will also prepare summary documentation if necessary for the completion of the work. All tasks will be assigned by formal Delivery Order with a required completion date.
REQUIREMENTS OF RESPONSE
Interested firms should present for consideration three copies of a bound document including the following:
1. Letter of Interest.
2. Company History.
3. Organization Chart, including any Subcontractors and their qualifications. TAMU has determined that subcontracting opportunities are probable, and a HUB Subcontracting Plan (HSP) is required for this project. Therefore, each submission must include a completed HSP in accordance with 34 TAC 20.14. The HUB participation goal for this project is 20%. The following potential subcontracting opportunities are probable on this project: Engineering Services Professional (925-17, 33, 55, 86); Electrical Engineering Services (925-31), Architectural Services, Professional (906-07), Compliance Consulting, American Disabilities Act (ADA) (918-25), Blue Printing Services (962-14), Cost Estimating (961-21). This Is Not Intended To Be A Comprehensive List. A/E Firms Are Responsible for Identifying Other potential subcontracting opportunities, including goods or services, which they are unable to provide with their own resources (i.e., equipment, supplies, materials, and/or employees). 4. List and description of related projects and/or thoughts on approach to this project. Include examples of past projects that had fast-track schedules and how the schedule was met.
5. Principals In-Charge for this Project.
6. Resumes of Principals and Key people, including Technicians. Provide credentials and or certification of everyone who will be assigned to the project. Identify all individuals by name and title that will provide support to the project including their location, position, specific responsibilities, educational background, experience, and technical capabilities.
Note: All requirements of response should be included in the bound document.
NOTICE OF AWARD
The University will review all submissions and rank them. Upon determination of the firm considered by the University to be the most qualified for this contract, negotiations will undertaken to develop mutually agreeable hourly rates and mark-ups for materials/expenses and related services. If agreement on rates cannot be achieved with the highest ranked firm, negotiations with that firm will be terminated and commenced with the next most qualified firm.
