| SCOPE OF WORK
Texas A&M; University (TAMU) Physical Plant Utilities at College Station requires professional Engineering Services for the installation of an additional transformer in the West Campus Switching Station on the TAMU campus in College Station, Texas. A detailed € Program of Requirements (POR) for Purchase of T6 138 kV Transformer € developed by Stanley Consultants, Inc. is available upon request for transformer and circuit breaker specifications and project background information. Contact David Payne for a copy of the POR (979-862-7759, dpayne@utilities.tamu.edu). The total budget for this project is $1.9 million.
The overall effort consists of three projects: (1) purchase the transformer and circuit breaker specified in the attached document, (2) provide design and engineering services for the installation of the transformer and circuit breaker, and (3) perform the installation of the transformer and circuit breaker. This project will provide engineering design, construction documents (drawings and specifications) and follow up construction administration services for the installation of the transformer and circuit breaker.
Requirements of the work include, but are not necessarily limited to the following:
1. Provide all A/E design and documentation needed for a complete and functional installation of transformer and circuit breaker as described in the POR discussed in the first paragraph of this Scope of Work.
2. Codes and standards, current edition of each as applicable: NFPA Sections 70 and 101 and International Building Code.
3. The A/E firm will address the following design/construction issues: impact on adjacent areas, existing utilities, environmental impacts and requirements, construction impacts and phasing, and safety.
4. The scope of A/E services required includes, but is not limited to: site visits, field investigations and utility location, surveys, assessments, studies, reports, analysis, cost estimates, product research, record documents research, preparation of construction drawings/specifications and presentations to coordinating departments, supervision of the construction work. Scope also includes investigation, preparation and submission of any required State and Federal permits.
5. Design will be in accordance with TAMU requirements and standards.
6. Drawings shall be developed and submitted in AutoCAD 2004 (Autodesk Inc.) .dwg format or higher. Reports and specifications shall be submitted in Microsoft Word 2002 .doc format, or higher or as an Adobe Acrobat € Portable Document File € (.pdf).
The construction documents must be prepared and sealed by engineers registered in the State of Texas.
It is anticipated that construction documents will be complete no later than 90 days from the notice to proceed.
RESPONSE REQUIREMENTS
Interested firms should present for consideration three (3) copies of a bound document including, as a minimum, all of the following:
1. Letter of Interest, including a statement that the firm has the manpower and time to complete the project within the proposed time period.
2. Company history, including the Vendor Identification Number (VIN) or the Federal Employer Identification Number (FEIN).
3. Organization Chart, including any Subcontractors and their qualifications. TAMU has determined that subcontracting opportunities are probable, and a HUB Subcontracting Plan (HSP) is required for this project. Therefore, each submission must include a completed HSP in accordance with 34 TAC 20.14. The HUB participation goal for this project is 20%. The following potential subcontracting opportunities are probable on this project: Engineering Services Professional (925-33); Mechanical Engineering Services (925-67), Electrical Engineering Services (925-31), Blue Printing Services (962-14), Cost Estimating (961-21), Field Engineering (925-38). This Is Not Intended To Be A Comprehensive List. Firms Are Responsible for Identifying other potential subcontracting opportunities, including goods or services, which they are unable to provide with their own resources (i.e., equipment, supplies, materials, and/or employees). 6. Resumes of principals and key people to be assigned to this project, including those at the technician level and above. Provide credentials and or certification of everyone who will be assigned to the project. Identify by name and title all individuals who will provide support to the project including their location, position, specific responsibilities, educational background, experience, technical capabilities, and the approximate amount of time they are expected to spend on the project.
7. Each Offeror must certify that every member of its team was selected based on demonstrated competence and qualifications.
Any additional information that is submitted shall be included in the bound document with the information described above.
SELECTION CRITERIA
1. Demonstrated competence and qualifications including experience in producing similar electric utility system designs.
2. References from the clients of completed projects.
3. Narrative describing the planned approach to this project.
4. Ability to meet the established schedule.
NOTICE OF AWARD
The University will select the firm or provider based on the responders € demonstrated competence and qualifications for the type of services to be performed. Upon identification of the most qualified response, the University will attempt to negotiate a contract for the work with the potential provider. If a satisfactory contract cannot be negotiated with the most highly qualified provider, the University will formally end those negotiations and will select the next most-qualified potential provider and attempt to negotiate a contract at a fair and reasonable cost.
