P#101620 CHANNEL DREDGING AND MARSH RESTORATION, GOOSE ISLAND STATE PARK,ARANSAS COUNTY, TEXAS NOTICE TO OFFERORS PROJECT INFORMATION Contracting and Project Management Systems Branch, Infrastructure Division, Texas Parks and Wildlife Department, 4200 Smith School Road, Austin, Texas 78744 will receive sealed Proposals, until 2:00 P.M., April 18, 2008 for Project Number 101620, Channel Dredging and Marsh Restoration, Aransas County, Texas. Proposals will be received and recorded in the A-100 Conference Room, Infrastructure Division. No Pricing information will be publicly released until a contract has been executed between TPWD and the successful Offeror. Construction Cost Estimate is $350,000 to $550,000 inclusive of all Base Proposal and Optional Additive Proposal items. PRE-PROPOSAL CONFERENCE A PRE-PROPOSAL CONFERENCE WILL BE HELD ON March 31, 2008 AT 11:00 A.M., AT GOOSE ISLAND STATE PARK. Although the pre-proposal conference is not mandatory, Offerors are strongly encouraged to attend as important information regarding proposal requirements and details of the Project will be discussed in detail. Failure to give proper consideration to site conditions when preparing the proposal will not constitute grounds for additional compensation. The park is located 10 miles northeast of Rockport on state highway 35 to park road 13, then 2 miles east to park entrance. These directions are for informational purposes only. DESCRIPTION OF WORK Base Bid Item 1 of the project consists of dredging a small boat access channel in Aransas Bay, called the Neptune Harbor borrow area, and placing the approximately 27,200 cubic yards of dredged material into the 24-acre created marsh site located north of Goose Island in Goose Island State Park, Aransas County, Texas to form marsh mounds. Optional Additive Item 1 consists of dredging the state park boat access channel and placing the approximately 15,500 cubic yards of dredged material into the created marsh site to form marsh mounds. PROPOSAL EVALUATION CRITERIA Proposals will be evaluated for € best value € as determined by the Owner based on established criteria identified in Section 3 of the RFP. PROJECT SCHEDULE All work for the Neptune Harbor Borrow Area (Base Bid Item 1) shall be completed within ninety (90) calendar days commencing on the date specified in the Notice to Proceed or no later than August 31, 2008, whichever is earlier. TPWD anticipates issuing the Notice to Proceed approximately May 30, 2008. If Optional Additive Item 1 is awarded, an additional thirty (30) calendar days will be added to the contract performance period. MINIMUM CONTRACTOR QUALIFICATIONS Contractor must show evidence of a MINIMUM three (3) years experience in construction similar to the type of work required by these Contract Documents (as judged by OWNER) to be eligible for contract award.
