| PROJECT LOCATION: Tarleton State University € Stephenville, Texas BID/PROPOSAL CLOSING DATE: Responses to the Request for Qualifications (RFQ) for A/E Professional Services will be received by Mr. Vergel Gay, AIA, Managing Director, The Texas A&M; University System, A&M; System Building, Facilities Planning and Construction, Suite 1162, 200 Technology Way, College Station, Texas 77845 until 2:00 p.m., December 20, 2007 PRODUCT/SERVICE/ACTIVITY REQUIRED: Facilities Planning and Construction (FPC) is accepting proposals as part of a one step selection process to enter into a contract with an A/E Firm to provide A/E services for a Nursing Building at Tarleton State University € Stephenville, Texas. This document provides information for interested parties to prepare and submit a response to the RFQ for consideration by Texas A&M; University System and Tarleton State University GENERAL DESCRIPTION & SCOPE OF PROJECT: Tarleton State University is in need of a new Nursing Facility. A new nursing building will provide the quality and quantity of space to advance future nursing education and practice at Tarleton. The new building will unite faculty, staff, and students under one roof rather than being scattered across campus. The new building will also allow the space necessary for the nursing program to expand undergraduate enrollment, develop a graduate program, and offer space for research. The building should be planned for program expansion: 400 undergraduate and 50 graduate students, 30 faculty, and at least 6 staff members. This A/E contract shall work concurrently with and collaborate with the owner € s selected Construction Manager at Risk (CMAR.) The A/E shall participate in the CMAR evaluation and selection process. It is the Owner € s intent to have the CMAR contracted to begin participation with the A/E prior to the Design Development phase. PROJECT SCOPE: This building will offer a Learning Resource and Simulation Center, which will provide a full range of simulation and immersive activities, from task trainers to teach specific procedures and skills to high fidelity computerized mannequins that look, act, feel, and respond like living human beings. The center will include: two computer labs; two large nursing skills lab each containing hospital beds with functioning headwalls and a teaching space; a storage area between the skills lab; a nursing station with computerized charting and ordering system and a medication delivery system that can be accessed from both large nursing skills labs; a smaller lab to teach physical assessment; exam rooms to mimic the reality of a hospital room environment and allow small group simulated experiences leaving the larger labs open for other types of learning experiences; and two observation rooms so that a technician can run the simulation mannequins out of site of students, which will improve the realism of the simulated experiences. The End User for the Nursing Building has requested the following types of spaces, refer to the listed spaces below. Due to the site constraints, it will most likely require multiple floors, Entry and Building Reception Areas; Tiered Lecture Hall; Storage; Classrooms; Breakout Rooms; Department Head and Support Offices; Faculty Areas; Conference Rooms; Assessment, SimMan, Computer, & Tech Labs; and Nursing Training Areas. Total Gross SF (assume 60% net SF efficiency)55,000 SF The A/E will have to coordinate and understand the needs of the end user to modify or utilize multipurpose functions for these requested spaces in order to design within the Construction Budget. Site Utilities and Infrastructure € Sitework consists primarily of clearing, earthwork, SWPPP, landscaping, pavement of roads and walks, and utilities to consist of: storm system, primary power tie-in, communications tie-in, site lighting, sanitary system piping and connections, gas piping and connections, domestic water, and fire system piping and connections. THE TEXAS A&M; UNIVERSITY SYSTEM HISTORICALLY UNDERUTILIZED BUSINESS INITIATIVE is to involve qualified Historically Underutilized Businesses (HUBs) to the greatest extent feasible in the A&M; System € s construction contracting, professional services, and purchases, leases or rental of all supplies, materials, services, and equipment. Historically Underutilized Businesses shall be afforded every opportunity to participate in this construction project. The Texas A&M; University System has determined that subcontracting opportunities exist for contract and HUB Subcontracting Plans will be required as bid packages and other services are acquired. IT IS THE RESPONSIBILITY OF THE INTERESTED VENDORS TO REGULARLY CHECK THE ESBD FOR ANY POSSIBLE ADDENDA TO THIS PROJECT.
