| PROJECT LOCATION: Texas A&M; University, College Station, TX DEADLINES FOR QUALIFICATIONS SUBMISSION: September 10, 2008, 2:00 p.m. PRODUCT/SERVICE/ACTIVITY REQUESTED: Facilities Planning & Construction Department (FP&C); on behalf of the Board of Regents of The Texas A&M; University System (Owner) and TEXAS A&M; UNIVERSITY are soliciting qualifications for selection of an Architect/Engineer firm for the Kyle Field Renovation Feasibility Study, Project No. 2-3030 (Project), in accordance with the terms, conditions, and requirements set forth in the attached Request for Qualifications (RFQ). REQUIREMENTS OF RESPONSE: The requirements for the Qualifications Submission and other information concerning this project and solicitation are set forth in a document entitled € Request For Qualifications For Architect/Engineering Professional Services € , Kyle Field Renovation Feasibility Study attached to this solicitation. The Qualifications Submission will include the following information: 1) A statement of the Firm € s qualifications; 2) A list and description of related projects by the Firm and thoughts on the approach to the design; 3) Resumes of the Prime Firm and Primary Consultant € s key personnel who would be assigned to the project, including experience on related projects along with other information as directed in the RFQ. THE TEXAS A&M; UNIVERSITY SYSTEM HISTORICALLY UNDERUTILIZED BUSINESS INITIATIVE is to involve qualified Historically Underutilized Businesses (HUBs) to the greatest extent feasible in the A&M; System € s construction contracting, professional services, and purchases, leases or rental of all supplies, materials, services, and equipment. Historically Underutilized Businesses shall be afforded every opportunity to participate in this construction project. The Texas A&M; University System has determined that subcontracting opportunities exist for this contract. In order to be considered for selection, for this Project, the Qualifications submittal must include a HUB Subcontracting Plan for all consultants assembled and proposed, to provide professional services on this project. Instructions for preparing the plan are contained in the RFQ. GENERAL DESCRIPTION OF PROJECT FACILITY: As the initial task of this project, the project A/E will perform a Feasibility Study for the development of a Kyle Field Renovation Project on the main campus of Texas A&M; University, College Station, Texas. The site is located at the existing Kyle Field Stadium on Wellborn Road as indicated on the attached project location map. The Feasibility Study scope will include: site surveys of existing football facilities, assisting with fan/donor surveys for desired/needed amenities, defining scope and order of proposed construction phases and establishing project budget for a south end zone seating facility and the demolition and reconstruction of the west side, first deck, bleacher area; development of cost estimates, scheduling and sequencing for the construction phases; development of financial modeling business plan; provision of a spiral bound and tabbed Feasibility Study including the evaluations, illustrative drawings, recommendations, schedules and cost estimates; assistance to the athletic department in presenting the facility concepts to all Texas A&M; approving committees. Following approval of the Feasibility Study, it is intended that the A/E and team continue with the programming, design and construction phase services required for the construction of the Kyle Field Renovation Project as developed in the Study. These services will be authorized and performed under a separate A/E Services Agreement. The continuation of these services is contingent on a construction project being authorized and funded by Texas A&M; and will be at the sole option of Texas A&M.; The renovation portion of the facility will need to meet all applicable codes and standards including NFPA Life Safety Codes and Texas Accessibility Standards. The total budget for this project shall be established from the Feasibility Study and shall include all construction, services and equipment required for a complete and functional facility. SELECTION CRITERIA: Qualifications submittals will be used to develop a shortlist of A/E teams for further consideration on this project. The criteria used to select the shortlist will be as set forth in the RFQ document attached to this solicitation. QUALIFICATIONS SUBMISSION DEADLINE: Qualifications Submissions should be submitted to Mr. Vergel L.
