A General Residential Operation is € [a] residential child-care operation that provides child care for 13 or more children or young adults. The care may include treatment services and/or programmatic services. These operations include formerly titled emergency shelters, operations providing basic child care, operations serving children with mental retardation, and halfway houses. A residential treatment center is not a general residential operation. € (Title 40, TAC 748.43(22)) An Independent Foster Group Home is € [a]n operation that provides care for seven to 12 children up to the age of 18 years. € (Title 40, TAC 745.37(B)) Applicants operating Child Placing Agencies should respond to solicitation 530-08-0054, available for download at http://esbd.cpa.state.tx.us/. A Child Placing Agency is € [a] person, agency, or organization other than a parent who places or plans for the placement of a child in an adoptive home or other residential care setting. € (Title 40, TAC 745.37(E) Applicants operating Residential Treatment Centers should respond to solicitation 530-08-0061, which can be downloaded at http://esbd.cpa.state.tx.us/. A Residential Treatment Center is € a residential child care operation for 13 or more children or young adults that exclusively provides treatment services for children with emotional disorders. € (Title 40, TAC 748.43(37)) The Texas Department of Family and Protective Services (DFPS or Department) is soliciting applications from prospective contractors for the provision of residential child-care services for children in the managing conservatorship of DFPS. Residential child-care providers eligible to apply under this Provider Enrollment (PEN) are those providers licensed by the Department as: General Residential Operations or Independent Foster Group Homes. The services solicited through this PEN are authorized pursuant to the Department € s Child Protective Services (CPS)program. The deadline to submit proposals is May 1, 2008, 3:00 PM (CDT). The provision of services resulting from this PEN will be agreed-to under contract(s) awarded by DFPS. DFPS may award one or more contracts under this procurement. The geographic area to be served consists of all of the Department € s 11 Regions.
