The Department of Homeland Security, Office of Procurement Operations, intends to issue a sole source purchase order in accordance with FAR 13.106-1(b)(2) to STV Construction, Inc., 225 Park Ave S, New York, NY 10003-1604.
DHS intends to award a sole source purchase order to STV Construction, Inc. for a temporary emergency power generation system consisting of - one 2000kw sound attenuated utility grade power module, and one 1750kw sound attenuated utility grade power module for the Plum Island Animal Disease Center located within the Long Island Sound.
STV is the current temporary emergency system provider and is the only responsible source for providing the immediate power source required. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such a document will be considered invalid responses. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government. Interested concerns may identify their interest and submit a capability statement to lashonda.keith@dhs.gov no later than 2:00 pm EST, Thursday, July 10, 2008.
