Background

The NRC is responsible for the licensing and regulatory oversight of civilian nuclear power reactors and research reactors in the United States. The NRC implements regulations and develops and implements policies, programs, and procedures pertaining to all aspects of licensing and inspection of these facilities.

Capability Sought

The NRC is seeking to identify commercial organizations capable of providing technical assistance in licensing actions (including license renewal applications) and reviewing of fuel design related to research and test reactors. The commercial organization should have staff that has knowledge and/or practical experience with research and test reactor technology, including areas such as designs, fuels, operations, systems, nuclear physics, health physics, thermal hydraulics, and nuclear engineering sufficient to assess the acceptability of these licensing actions with regards to the guidance and acceptance criteria contained in NUREG-1537, Part 1, Guidelines for Preparing and Reviewing Applications for the Licensing of Non-Power Reactors, Format and Content, and NUREG-1537, Part 2, Guidelines for Preparing and Reviewing Applications for the Licensing of Non-Power Reactors, Standard Review Plan and Acceptable Criteria. These NUREG documents are available at the NRC s Agencywide Documents Access and Management System (ADAMS) at http://www.nrc.gov/reading-rm/adams.html, Accession No s. ML042430055 and ML042430048, respectively. With regard to RTR fuel design, the commercial organizations should have staff that has knowledge and/or practical experience in the development, testing, qualification, and design of RTR fuels analogous to NUREG-1313, Safety Evaluation Report related to the Evaluation of Low-Enriched Uranium Silicide-Aluminum Dispersion Fuel for Use in Non-Power Reactors. NUREG-1313 is available in ADAMS at Accession No. ML080950428.
