***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23.***

*** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractors may submit a quotation.***

*** The National Institute of Standards and Technology is seeking to purchase one (1) tapered amplifier diode laser system.

**All interested Contractors shall provide a quote for the following:

Line Item 0001: Quantity One (1), Tapered Amplifier Diode Laser System which shall meet or exceed the following specifications:

NIST is seeking to procure a 500 mW solid state laser system to operate at 669 nm.     The most viable technology at this wavelength consists of a seed laser (with     greater than 5 mW power) followed by an amplifier (increasing power to greater than 500 mW). This system must be new and a complete system.     Used or remanufactured systems will not be considered for award.

1.       Center wavelength 669.98 nm, tunable from 668 to 672 nm, minimum.
2.       25 GHz mode-hop free tuning, minimum. A larger mode-hop free tuning range is preferred.
3.       Output power larger than 500 mW at 669.98 nm; higher power is preferred.
4.       Line-width below 2 MHz (1 sec measurement time); narrower line-width is preferred.
5.       Single spatial mode, linearly polarized.
6.       Seed laser to include bias-T for high frequency current modulation.
7.       Seed laser to include a fast FET for intermediate frequency current modulation.
8.       Includes complete control electronics, 19 inch rack mountable.(PID module not required)
9.       Optical isolator between seed and amplifier required; an additional optical isolator at output of amplifier (90 percent transmission) is preferred.
10.       Preference shall be given with the ?seed? and ?amplifier? to be in separate physical modules, not contained within the same enclosure. If both items are in a single enclosure, we require a low power output beam from the seed laser for frequency locking. (Ian please quantify low power)

***The Contractor shall provide a minimum of a Twelve (12) Month Warranty for the instrumentation. The warranty must cover parts and travel/labor for on-site repairs under the warranty period***

***Delivery shall be completed not later than 10 weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. ***

*** Award shall be made to the quoter whose quote offers the best value to the Government, technical capability, past performance, and price shall be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price.     Technical capability and Past Performance, when combined, shall be approximately equal in importance to price. If Technical Capability and Past Performance are equivalent, price shall be the determining factor.

Technical Evaluation:

Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the specifications identified herein.

Past Performance:

Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor?s history of meeting delivery schedules for prior deliverables.
