Description
The USCG Engineering Logistics Center has a requirement for repair/refurbishment of the following: 1) NSN 3010-01-127-6940, TWIN DISC Part number: MG514, quantity 1 each in accordance with the following overhaul description:
   
1.      SCOPE
This description initiates opening, inspecting, reporting, and repairing on the item above for USCG Engineering Logistic Center stock replenishment.    Discrepancies shall be reported to the Coast Guard Contracting Officer.
2.      Work Description
OPEN
The Transmissions (mechanical) shall be opened in accordance with manufacture instructions to ensure that proper opening procedures are followed, if applicable.
INSPECT
An inspection will be conducted to determine what discrepancies exist, if any.    The
inspection shall include but is not limited to the following:
a.      Condition of shaft and seals
b.      Related assemblies to shaft
c.      All bearings and seats
d.      Fluid condition and levels
e.      Gear and pinion teeth
f.      Oil distributor
g.      Clutch discs
h.      Condition of Housing
i..      Spin Test
REPORT
Before any work is performed, request an itemized cost breakdown on parts required and an hourly labor rate for repairs. A report shall be submitted in writing 15 calendar days after receipt of each transmission. This report shall consist of, but is not limited to, the general condition of each transmission at time of receipt, a detailed description of discrepancies (if any).
The transmissions shall be repaired to a condition which will restore the operating and performance characteristics to the ?ORIGINAL? design and technical specifications.    Repairs shall be performed in accordance with Twin Disc specifications and standards.    All replacement parts shall be new and manufactured by Twin Disc only, the Original Equipment Manufacturer (OEM).   
After completion of repair, the Contractor shall perform standard production tests to assure maximum design performance.    The Contractor shall provide certifications of successful standard production tests.    One certification shall be placed in the box with each unit and a copy for each unit shall be forwarded to the Coast Guard Contracting Officer.
3.      WARRANTY
A.      Standard Manufacturer?s Warranty.
___X__B.      Item being repaired as an ?onboard repair part~~ or a ?system stock ?item will be put into inventory. NOT FOR IMMEDIATE INSTALLATION. Contractor must guarantee items against defects that lead to failure for one (1) year after installation for a period of up to two (2) years after delivery to the Coast Guard.
4.      GOVERNMENT ACCEPTANCE
The Government reserves the right to perform on-site inspection(s) at any time during the repairs, testing, preservation and or packaging.    The contractor shall contact the Contacting Officer within 7 business days prior to final spin testing.    In the event, the government decides to waive any witness testing; acceptance will be made at destination by a government representative.    Acceptance will be contingent upon representative?s verification of no damage in transit, correctness and completeness of order and contractors conformance to preservation, packing and marking requirements.
5.      PRESERVATION
Each unit shall be preserved in accordance with manufacture instructions, individually preserved and wrapped for protection against deterioration for a period of two (2) years minimum.
6.      PACKING AND MARKING FOR SHIPPING
Each unit shall be packed individually in its own wooden box which shall be
capable of providing adequate protection to the item during multiple shipments.
Mark each box in legible black print lettering with the following information:

Substitute part numbers are NOT acceptable. FOB Destination delivery to USCG Engineering Logistics Center, Baltimore, MD 21226-5000 on or before 08AUG06. NOTE: NO DRAWINGS OR SPECIFICATIONS ARE AVAILABLE FROM THIS AGENCY. It is anticipated that a non-competitive sole source purchase order will be issued for this item to: TWIN DISC INC. It is the Government's belief that only TWIN DISC INC. and/or their authorized dealers /distributors can furnish the required parts and ensure the proper fit, form and function of all its components.    Concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussing the same in duplicate within 5 days of this announcement.    However, other potential sources desiring to furnish other than TWIN DISC INC. parts are required to submit the following information:    1) Complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional and serviceability characteristics) or 2) Data that the offered parts have been satisfactorily manufactured for the government or the original equipment manufacturer.    This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements.
