Nothing in this RFI should be interpreted as a commitment on the part of the Government to enter into a contract with any respondent or to make any procurement. The Government is interested in obtaining information from industry regarding non-developmental Commercial Off-The-Shelf (COTS) API 1584 hydrant adapter hardware capability to retrofit a USAF AS/32R-11 mobile refueling truck. Respondents should describe their current commercial application which could be adapted to USAF R-11 and would enable simultaneous aircraft fueling and replenishment of the R-11 cargo issue tank from the permanently installed hydrant refueling system. Demonstrate via a briefing/video presentation where and how their system is used daily in fueling operations. The desired equipment attributes should include the following or possess a similar alternative design-capability that will achieve the same desired end. It is desired the system:
- be capable of connecting to all current and future Air Force fuel hydrant system configurations.
- be capable of simultaneously filling the 6,000 gallon cargo tank of an R-11 while an aircraft servicing is underway.
- be controlled by the current R-11 dead man sub-system and be compatible with the current R-11 tank high-level shut-off sub-system.
- be able to provide air pressure to a hydrant pit to control the flow/pressure from the pit to the R-11 tank.
- be capable of regulating the fuel flow from the hydrant pit to the R-11 tank to 600 gallons per minute (GPM) +/- 25 GPM) while providing an operator with the real time fuel level within the R-11 tank.
- be able to provide visual warnings to include Safe to Fill (Stand By) , Fuel Flowing (In Progress) and Tank Full (Flow Stopped) .
- be able to automatically terminate operations at the pit valve (primary) when the R-11 tank is full.
- have an emergency shut-off capability. The system control panel should be capable of being integrated near existing R-11 pumping system main control panels (all current R-11 models).
- be able to be installed by base level refueling maintenance organizations. Installation of the system should not jeopardize the integrity of the truck frame and chassis.

No Solicitation currently exists, therefore DO NOT REQUEST A COPY OF THE SOLICITATION. Industry respondents that have the capability to fulfill the above requirements are invited to provide both commercial market and company information to contribute to these market survey/sources sought notice. Responses shall be in writing and need to include company name, address, point of contact, telephone number, e-mail address and business size/type. Responses shall be submitted via email to the HQ AFPET POC: Elizabeth Arispe, Contracting Officer, email: Elizabeth.Arispe@dla.mil.
