NASA/LaRC has a requirement for a THERMOGRAPHIC INSPECTION SYSTEM WITH SOFTWARE FORIN-SITU INSPECTION OF THE ORBITER RCC BETWEEN FLIGHTS.NASA/LaRC intends to purchase the ECHOTHERM IR IMAGING SYSTEM from THERMAL WAVE IMAGING845 LIVERNOIS ST, FERNDALE, MI 48220. The system shall be compatible with NASAs currenthigh-speed infrared camera system (FLIR SC6000). The system shall consist of xenonphotographic-type flash tubes heating apparatus integrated into an inspection hood withthe infrared camera. The flash duration of the heating apparatus shall have a userselectable duration of 3 to 5 microseconds. The system shall also have data acquisitionsoftware to acquire and store the data obtained from the infrared camera. Following thedata acquisition, the system shall be capable of data reduction to yield meaningfulcharacterizations of subsurface flaws. Precision Flash Controller High Energy Power Supply and CablesCurrently NASA has multiple EchoTherm IR Imaging Systems that are being used to inspectthe reinforced carbon-carbon (RCC) when it is mounted on the orbiter. The EchoThermsystem has been approved as a nondestructive inspection method for use on orbiter RCC. Additionally, NASA LaRC requires compatibility of the new system both with the RCCinspection systems at KSC and with other NASA inspection systems so that support can beprovided by NESC across the agency for this inspection technology. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon JUNE 6, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
