Synopsis:

This requirement is a Sole Source Procurement, under the authority of FAR Clause 6.302-182. It is the Governments intent to award a Sole Source Purchase Order to Novartis Vaccine Diagnostics, Inc, DBA Chiron, 4560 Horton Street, Emeryville, CA 94608-2916. The Pacific Regional Contracting Office located at 160 Krukowski Road, Bldg 160. Honolulu, HI 96819-1552 will procure a Procleix Tigris Automated Nuclei Acid Testing (NAT) System with Reagents Preparation Incubator. This product and all related components are marketed by Chiron, A Novartis Business. The Chiron Tigris Analyzer will perform Nucleic Acid Amplification Testing (NAT) on blood donor blood for the Human Immunodeficiency Virus (HIV), The Hepatitis C Virus (HCV), and the West Nile Virus (WNV). This instrument is required to upgrade to the current Chiron equipment in Transfusion Medicine Service, Department of Pathology at Tripler Army Medical Center. This instrument also supports the testing reagents that are centrally provided by US Medical Command (MEDCOM). This instrument is required to upgrade to the current Chiron Equipment in Transfusion Medicine Service, Department Of Pathology at Tripler Army Medical Center. The Delivery Date For This Item Is June 30, 2008. This Is Not A Formal Solicitation.

This Synopsis is not considered a Request for Quotation (RFQ) or Proposal (RFP). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 14 days will be considered. If no affirmative written response is received, this supply requirement will be awarded without further notice. A determination by the Government not to compete this proposed Purchase Order/Contract based upon responses to this notice is solely within the discretion of the Government. Any and all interested parties must submit a formal proposal no later than 10:00 a.m. Hawaii Standard Time(HST), Tuesday, June 24, 2008.
