Description and Specifications:
The Illinois State Toll Highway Authority (THA) is giving notice of intent to enter into a sole source contract with Meridian Project System Inc. for web-based project management services.

The Illinois Tollway currently has a contract with HNTB to provide Project Management Services. The HNTB contract was procured through the Tollway's construction program follow the Capital Development Board's Architectural and Engineering Act. This procurement was posted on the Professional Services Bulletin. A web-based project management system is one of many contract elements provided by this PMO contract. Kristine Fallon & Associates (KFA) is HNTB's sub-consultant who has been tasked with project implementation and initial user support of said system. KFA procured Meridian's web-based project management system to fully their contractual obligation. Through the HNTB contract, the Tollway's Congestion Relief Program (CRP) has been relying on the Meridian software to provide real-time project management services and accountability since 2005.

HNTB is the project manager that brought the web-based project management technology to the Illinois Tollway to satisfy Illinois Tollway requirements. Now that the web-based project management system is deployed, the system needs to transition to a new project manager. The Illinois Tollway wishes to own the system so it is not dependent on HNTB for continued benefits of the web-based system.

The Tollway has decided that it would be advantageous to own the Meridian contract in order to provide for the long-range goals of the agency without dependence on HNTB.

The Tollway is in the third year of a twelve 1-year $6.5 billion dollar Congestion Relief Program (CRP), and as such must be in a position to effectively manage projects to avoid needless delays. The best means of managing a robust, fast-paced reconstruction program is using a web-based real-time project management system. The Meridian Proliance On-Demand system allows the Tollway to:
Track Ball in Court responsibilities for RFIs and Issues
Improve (reduce) average; response time saving precious days which in turn represents significant (millions) of dollars;
Provides the 3 as necessary for building projects on-time and on-budget; Access, Accountability, Auditability.
Additional critical components that the Meridian system offers is its ability to operate, maintain, back up, and archive data required for a web-based project management environment.

Sole Source Only Justification:At this time, in excess of 170 projects are managed in a real-time environment, with over 750 project personnel have been trained and possess vendor licenses granting right to the use of proprietary software owned by Meridian Systems.

Given that extensive number of projects presently managed in the hosted environment, changing vendors at this point in the multi-year Congestion Relief Program would be traumatic in terms of dollar cost, time delays and data integrity.

Migrating from Meridian's Proliance system to another is prohibitive at this point, both in terms of dollars invested and time expended. Significant efforts have been extended providing user training to the more than 750 currently licensed users.

The Tollway wishes to take ownership of this service with Meridian Proliance as this product has proven its value to the Tollway by providing Accountability, Audit, and Access for project personnel information. Both the contracting community and the Tollway have invested significant sums of money in securing the product ($1.2M), configuring the system and providing user support (approximately $750k).

The new software and configuration costs, training time which would have to be re-invested, and costs associated with migrating the current electronic project information that has been created by use of the system to a new system are prohibitive.

Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently identifies evidence of a violation of the Illinois Procurement Code or other law, any associated rules, and demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice.
