Cross Match Live Scan Machines will allow District 15 State Police Officers to fingerprint and book suspects in the zone offices instead of going to local police departments, therefore reducing down time.
In addition increase patrol time for officers in order to serve and protect patrons. |

1. Explain why this is the only supply/service that can meet the agency's needs. Be sure to list the comparable supplies/services considered and why they were unacceptable.
Cross Match is the only company that supplies the ID500 Live Scan Machine, which we need to be compatible with the one we already have. We use the current ID500 to complete employee background checks. To re- fingerprint all Tollway employees would result in an unjustifiable cost to the Tollway due to the other systems are not compatible with our current system. We need the ID500 because it can become portable to assist in warrant sweeps so that the officer can arrest the subject right then. Cross Match is the only company that manufactures a portable live scan machine.
2. Statement of whether the supply/service was recently procured by the agency, and if so from whom and how the vendor was selected.
Last year the Illinois State Tollway purchased a live scan machine as an emergency after the current one could not be repaired. The vendor was selected due to the statements listed in No. 1.
3. Explain why this vendor must be used to meet the agency's needs.
Cross Match is the only vendor who can supply a portable live scan machine to be used during warrant sweeps. The ID500 must be used to be compatible with the current equipment used at the State Police and the Illinois Tollway.
4. Describe the market research performed to justify the request (e.g., review of Thomas Register, Industry Organizations, Internet searches, Consultants, RFI, Buyers Laboratory, Advertisements in Industry Publications, contact with Buyer, etc.
There are only two companies that supply live scan machines, Identix and Cross Match. Cross Match holds the patent for the ID500, which is a portable live scan machine.
5. Explain why the price proposed is reasonable and how this was determined (such as review of catalog pricing, other entity contracts, etc.).
The price is for 5 live scan machines to be used in each police zone in District 15 Illinois State Police. It will include a laptop to be used with the portable live scan during warrant sweeps. It will include a 60-month warranty, installation, and training. CrossMatch will replace a broken machine at no cost, if the machine cannot be fixed. They guarantee same day service.
6. What are the consequences to the agency if the request is denied?
The troopers would not be able to arrest suspects immediately during warrant sweeps. There would be more down time for the officers because they would have to bring suspects to local police departments to book them. Officers would not be able to complete employee background checks in the zones. The new live scan machines would not be compatible with current equipment being used. |
