| Sole Source Only Justification: | The Grant funding will be used to retrofit Tollway owned off-road equipment with emissions reduction technology.
The grant required the use of a vendor or vendors from a set of pre-approved certified technology/vendors which are listed on the USEPA web site: http://www.epa.gov/otaq/retrofit/verif-list.htm
The Grant required applicants to provide a plan which included a recommendation for a chosen technology and the vendors offering the approved materials.
The Tollways Fleet staff evaluated the technology and pricing offered by the vendors on the USEPAs preapproved vendor list. The Tollway considered which vendors offered the technological solutions that were appropriate to the Tollways equipment and that furthered the emissions reduction goal of the program. The Tollway considered price as well because it wanted to deploy the experimental technology among a significant number of vehicles.
The Tollway consulted with IEPA and USEPA during this evaluation process. The vendor selection process was driven in significant part by the fact the purpose of the program is to provide field-testing opportunities for a variety experimental emissions reduction technology whose development IEPA and USEPA are encouraging.
Two vendors have been chosen for this project and have been approved by the USEPA.
The first vendor Engine Control Systems was chosen for the following reasons.
Direct fit replacement for the equipments OEM mufflers. This requires less installation time and expense. No other vendor contacted had direct fit units.
It is important to note that the technology used for the reduction of emissions can fail and affect the operation of the equipment. Direct fit replacements allow us to easily remove the affected part and replace it with the original muffler. This will keep the units in operation in the event of a failure.
Stainless steel construction with life time guarantee. No other vendor had offered this feature.
Price was competitive with other vendors with similar technology that did not offer the advantages of this vendors direct fit technology.
Emissions reductions were equal to or higher than other vendors with the same technology.
Vendors technology was equally as passive as other vendors and this technology was the least obtrusive for equipment operation and reliability.
The second vendor Cummins Emissions Solutions was chosen at the request of the USEPA. This vendor offers a new experimental technology that the USEPA is interested in testing and evaluating.
This is not a direct fit unit and modifications to the equipment may be required.
It is important to note that the USEPA website offers several possible technologies and firms offering emission reduction solutions. However, the technology varies in functionality and emission reduction efficiency. Vendors were evaluated by the total solution they offered and were chosen as the best fit for the Agency.
Ultimately, the USEPA had final approval of the technology and vendors chosen. Without USEPA approval the Tollway could not move forward with the project and would lose the grant money.

The Tollway successfully applied for and received a Grant from the IEPA using funds provided by USEPA for the retrofit of off-road equipment with diesel emissions reduction technology. The Tollway will use the Grant funds to retrofit approximately 40 pieces of equipment.
The Grant funding is administered by the IEPA and utilizes USEPA funds. The Grant money will be used to enhance the Tollways Green Fleet Initiatives by reducing diesel emission particulate matter.
This is an experimental program and will require a substantial effort by the Tollways Fleet staff to install the components and administer the program. |
