Synopsis:

Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Coronado Group Ltd. on a sole source basis to provide technical and business support of the Census Bureau's E-50 software enhancement. The Census Bureau has implemented an imaging and workflow based enhancement to its Census Human Resource Information System (CHRIS) to manage receipt, processing and delivery of new E-50s Notice of Personnel Action. Technical and business support services are needed to enhance the workflows, manage the image files and keep the system in conformance with new business processes, and also provide troubleshooting and reconfiguration services to address technical issues that arise when the National Finance Center makes modifications to the E-50 files it transmits to HRD or changes file formats. In addition, issues related to the security and privacy of information contained in the forms managed by the system must be addressed. Coronado Group Ltd. designed, developed, implemented and supports the E-50 imaging and workflow components. The U.S. Census Bureau believes that Coronado Group Ltd.'s expertise and experience in working with this system, make them uniquely qualified to provide the needed services. A purchase order will be awarded for a base year and 2 option years as follows: Base year- July 1, 2008 through June 30, 2009; option period 1- July 1, 2009 through June 30, 2010; option period 2- July 1, 2010 through June 30, 2011. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. If no affirmative written response is received, a contract may be issued to Coronado Group Ltd. without further notice.
