Divers Backpack:

The backpack shall be adjustable to house two standard size SCUBA tanks connected together with a tank manifold. The arm and waist straps shall be adjustable and shall have an emergency release system operable with either hand while wearing a 3 mil wetsuit glove.

Scuba Tanks:

Each individual tank shall have a capacity of not less than 80 cubic feet at a pressure of 3000 PSI. The tanks should be made of either a composite material or a non-ferrous and non-magnetic metal. The tanks shall be standard sizes that fit the divers backpack.

Tank Manifold:

The manifold shall allow both tanks to operate simultaneously and allow a reserve supply of air at 500PSI. The manifold shall include an over pressure relief valve.

SCUBA Regulator:

First Stage Regulator: CONSHELF XII REGULATOR

The regulators 1st stage shall have an adjustable over bottom pressure from a range of 90-190PSI. The regulator shall consist of one high pressure port and three low pressure ports. The regulator shall operate to full function in water with temperature of 31 degrees Fahrenheit and above. The 1st stage regulator shall be composed of chrome-plated, marine brass. The 1st stage should have no external plastic casings.

Second Stage Regulator: CONSHELF XII REGULATOR

The regulators 2nd stage shall be composed of chrome plated, marine brass. There shall be no external plastic casings excluding exhaust whiskers. There shall be an additional 2nd stage regulator of equal requirements for use as an octopus.

High Pressure Hoses:
The high pressure hoses shall be 3/16 inner diameter, 36 in length with a working pressure of 5000 PSI. The hose shall have fittings on one end to mate to the 1st stage and the other end shall mate to the dive console.

Low Pressure Hoses:
The low pressure hoses shall be 5/16 inner diameter with a working pressure of 500PSI. The hose length to the regulator shall be 24 in length while the hose length to the octopus shall be 42 in length. The hose shall have fittings on one end to mate to the 1st stage and the other end shall mate to the 2nd stage, octopus or BC.

Dive Console:

The dive console shall have a high pressure gauge for SCUBA air source (0 5000 PSI) and a Depth gauge (0-300 FSW). The dive console shall be submersible up to a depth of 195 feet. In addition a compass should be mounted in the dive console.

Life Preserver/Buoyancy Compensator:

The BC shall have a lift capacity of 45 lbs when inflated under water. Must lift the diver face up and head out of the water when fully inflated and no use of additional counter weights. Must secure around the body and have crotch strap to avoid slipping out of BC.

Dump Valves:
The BC should have at least one automatic and one manual dump valve to be operable by pull lanyards.

Inflatable Bladder:
The BC should have only one replaceable inflatable bladder. The bladder should be able to inflate by hose whip connection from the 1st stage regulator, orally and by a secondary air source other than orally executed underwater.

Divers Knife:
The overall length of the knife shall be at least 9.5 with a metal bottom cap. The knife will have a comfortable handle with a lanyard hole and will completely disassemble for easy cleaning.

Knife Blade:
The blade of the knife shall be at least 5 in length with a blunt tip. The knife blade shall have on one side a serrated edge and built in line cutter. The blade and tang shall be one piece. The tang shall have a hammer like end on it.

Knife Sheath:
The sheath shall secure the knife no matter what position the diver is in. In addition the sheath shall have straps so it can be mounted to the divers preferred location

SCUBA Fins:

The divers fins shall have able to fit standard wetsuit/coral booty or combat boot. The fin shall be easily adjustable by the diver while wearing wet suit gloves. The buckle shall have a quick release to allow the diver to remove and attach fin with one hand. The buckle shall not be made of plastic. The fin shall have a vented rubber construction.

Divers Mask:
The air volume will be medium or high volume. The mask should have thermal tempered, glass. Silicone constructions other than glass face port. Split rubber headband with locking cleats. The mask should be capable of being adjusted by a diver wearing wet suit gloves. The mask should have a crescent interlocking rim for the glass. Double edge positive face seal. Black in color.

Divers Watch:

The divers watch shall be able to be waterproof and pressure proof of 300FSW. The watch shall include a stopwatch feature, with a measuring capacity of 23 hours, 59 minutes. The watch shall have additional measuring modes of net time, split time, 1st/2nd place times. The watch shall have an electro-luminescent backlight with afterglow that illuminates the entire face. The watch shall have a tri-graph display. The accuracy of the watch shall be no less than plus or minus 15 seconds per month.

Weight Belt and Weights:

Weights:

The weights shall be made of lead, lead shot or other dense material. They shall be in increments of 2, 3, and 6 pounds.

Weight Belt:

The belt shall be 2 inches wide and made of nylon webbing. The belt shall be adjustable in length. The belt buckle shall be made of metal and have a cam action that can be operated easily with either hand while wearing a 3 mil glove.

Divers Gear:

SCUBA Bottle Gauge:

The bottle gauge shall be a gauge with a range of 0 to 5000 PSI that is fitted to a valve that can be easily connected to a SCUBA manifold to allow for the diver to get a quick check of the pressure of the tank. It shall have a manual bleed valve to relieve pressure after checking.

Flashlight:

The flashlight shall be made of a rugged material. It shall be submersible up to 500 feet- Sea Water. It shall be a high visibility color. It shall have a photo-luminescent lens ring that emits a bright glow in the dark. It shall operate by 4 AA batteries. It shall incorporate the advanced super bright Recoil Light Emitting Diode (LED) Technology. It shall be operated by a one-handed flip switch.

Snorkel:

The snorkel shall not be 20 to 30 inches in total length. It shall be streamlined and ergonomic. It shall have a replaceable form fitting mouthpiece with a comfortable bite. It shall not be collapsible. It shall have a two-drain system.

Kit Bag, Wet Suit Storage:

The bag shall have a length of 23.5 inches and a height of 19 inches. The bag shall be made of mildew and decay resistant material. It shall be green or black in color. The bag shall be closed by a non-corrosive slide fastener. There shall be two handles shall be made of a cotton webbing material.

Slate with Pencil:

The slate shall be 4 by 6 in size. The slate shall have a pencil clip and the pencil shall be tethered with latex tubing. The slate shall be blank on both sides.

Storage Case:

The case shall be carried by one person with no mechanical equipment. The case shall be airtight and waterproof with plucked foam outlines to fit and protect all items. The case shall be secured with padlocks.

Compass Board:

The board shall have a device that holds chemical lights and allows the user to select the amount of light displayed. It shall have a device that measures depth and time. The Compass shall be fluid filled and easily readable in low to near zero visibility conditions. It shall be constructed out of non-metallic, impact resistant material. All components shall be capable of being submerged to 190 feet of depth.

Waterproof Bag for Rucksack:

The bag shall have one main waterproof compartment and can hold the equivalent storage space of a standard large rucksack. It shall have at least two exterior pockets that are not required to be waterproof. It shall have adjustable shoulder, waist, and exterior pocket straps. It shall have a variety of external tie down points that accommodate standard military equipment and attachment devices. It shall have an internal frame that allows it to be worn and support the weight of the rucksack. It shall be made of a material that is resistant to abrasion, rot, and mildew. It shall be capable of oral and power inflation and shall have manual deflation valves. It shall have power inflation device that shall be reusable and capable of being filled from a standard SCUBA bottle.

Emergency Flare:

The flare shall be a compact device that emits ultra-bright light in a 360 degrees array. The light shall be composed of 16 LEDs with a visibility of 3000 feet at night and 1000 feet at day. The flare shall be able to operate for 100 hours with either rechargeable or replaceable batteries that have a shelf life of 10 years. It shall have a bright yellow durable housing.
