GENERAL DESCRIPTION OF SERVICES:The Bureau of Land Management (BLM) requires original, 9.5 inch black and white aerial photography film to be scanned using a photogrammetric-grade scanner and delivered on portable hard drives. Since much of this film is old and may be deteriorating, care must be taken when storing, handling, scanning, and shipping.
Approximately 37,000 images need to be scanned. All film is black and white. Much of the film has a cellulose acetate film base that is deteriorating, in varying stages, due to a form of chemical decay known as "vinegar syndrome." Some of the film may be spliced. Some may have short or absent leaders and tails. Polyester based film will also be included in this requirement.
Prior to scanning of the images, the film surface will need to be cleaned and free of debris. The film may also require repairs to ensure successful scanning including but not limited to resplicing, and adding a leader or tail if missing.
The Contractor shall furnish the necessary personnel, materials/supplies, services, and facilities, except as may be otherwise provided herein by the Government, to repair and scan aerial photography film and organize it for easy retrieval. The Contractor shall possess, in fully-functioning, well-maintained order, a calibrated photogrammetric-grade aerial film scanner.
The BLM anticipates making a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract award. The estimated period of performance is June 2008 - June 2009, with the possibility of four (4) one (1) year options.
This is a 100% set-aside for small business. The standard NAICS classification is 518210. Size standard is $23 million. The Government intends to award this contract on an all-or-none basis. The solicitation will be issued on or about April 28, 2008. Once issued, the solicitation may be downloaded from the IDEASEC website: http://ideasec.nbc.gov/j2ee/login.jsp. Please print the Standard form (SF-1449) and print all clauses and attachments. Assuming a solicitation release date of April 28, 2008, proposals will be due May 19, 2008 by 1:00 PM Mountain Time. An award will be made based on technical capabilities, past performance, quality control plan, and price. Proposals shall include the following items: 1) Technical Proposal, 2) Past Performance Questionnaires, 3) Pricing Schedule including unit price 4) Completed 52.212-3 Representations and Certifications - Commercial Items (Nov 2007) (accessible at http://www.arnet.gov/far/) or statement of registration in ORCA (accessible at https://orca.bpn.gov/login.aspx), 5) Include TIN and DUNS Number, and 6) Offer must be signed.
