This is not a request for proposal. The 61st Contracting Squadron is contemplating a solicitation for an Architect-Engineer (A-E) and Environmental Engineering Services contract. The government anticipates conducting a competitive acquisition for this requirement. The performance period will consist of one base year with options to extend up to four additional years, for a possible period of five years. The magnitude of this contract is anticipated to not exceed $15,000,000.00; this is an aggregate value that includes the base year and each of the four option years. Options will be exercised as funding becomes available. This notice is full and open to all businesses that can meet the requirement. The North American Industry Classification System (NAICS) for this acquisition is 541330, Engineering Services, with a size standard of $4 million. This requirement is for all Engineering and Environmental services, task and functions to support Los Angeles AFB (LAAFB) located in El Segundo CA and supported off-base sites (all contractor manpower must work out of the main El Segundo, CA location). The contractor will provide all engineering and environmental support services in support of the Environmental and Engineering programs and will function as an integral part of the 61st Civil Engineer and Logistics Squadron. The Contractor shall provide Civil, Electrical, and Mechanical Engineering Services, Community Planning and Programming, Environmental/Construction Management/Oversight and Inspection Services, Computer-Aided Design Drawings (CADD) Services, Administrative and Clerical Services, and Real Property Management and Space Planning Management Services to LAAFB. Task will be required to be performed by credentialed professional that are licensed (e.g. registered professional engineer) to practice in the state where the facility is located and that has the necessary expertise and knowledge to undertake a specified task. These task include planning, programming, studies, investigations, interior design services, and other services not associated with a specific construction project. Engineering services include design, construction management and programming. Design: The contractor shall provide design services to include but not limited to contract A&E; design management, maintainability review, constructability review, detailed cost estimate preparation, project statement of work (SOW) preparation, field condition analysis and any other service necessary to ensure the funding and execution of an adequate design. This notice is posted pursuant to Federal Acquisition Regulations Subpart 5.2 -- Synopses of Proposed Contract Actions.
The 61st Contracting Squadron, Los Angeles Air Force Base (LAAFB), CA intends to solicit for a follow-on contract for Engineering and Environmental Services. It is anticipated this will be a Commercial Firm-Fixed Price (FFP) type contract with Cost Reimbursement line items. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541330, Engineering Services. The size standard for NAICS 541330 is $4M. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.” Required contract work includes a broad range of services. Examples include customer support services; planning and engineering services; environmental services, design, construction management, cost estimating, and real property maintenance. Service areas include the main LAAFB installation in El Segundo, CA, Fort MacArthur, Pacific Crest, and Pacific Heights in San Pedro, CA, the Carson Annex in Carson, CA and Camp Parks in Dublin, CA (all Contractor manpower shall work out of the main base in El Segundo, but may be required to perform temporary services at other LAAFB properties). The contract is anticipated to begin 15 July 2009 with a 20 day transition period (25 June – 14 July 2009). The basic period of performance is anticipated to be one year (15 July 2009 – 14 July 2010), with up to 4 one-year options. The desired acquisition schedule is as follows: solicitation release – 31 March 2009 (RFP will not be issued sooner than 15 days from this notice), proposals due – 30 April 2009 (30 day proposal period), evaluations completed – 4 June 2009, award – 25 June 2009. Multiple awards are not being considered. A source selection will be conducted in accordance with AFFARS 5315.3 at Los Angeles AFB, CA. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. The solicitation (RFP) for this requirement has not yet been finalized. It is anticipated to be released by the end of this month. At this time the draft is available for review. Currently proposals are not being accepted and will not be accepted until the final solicitation with the proposal submission date has been released. Offerors will have 15 days to submit their proposals from the day that the final solicitation is released. Past performance information will be accepted, but is not due until the deadline for the proposals. It is anticipated that there will not be any drastic changes from the draft to the final solicitation, but it will still be the offeror's responsibility to review the final solicitation in its entirety.
