| The purpose of this invitation to negotiate (ITN) is to seek evaluation services to develop surveys monitoring populations disproportionately affected by tobacco use and an annual independent evaluation report that will inform program and policy direction and ensure accountability. The new surveillance surveys must include appropriate methodologies for adequately reaching high risk populations.
