The Department of Human Resources, Community Services Administration, Office of Transitional Services, herein referred to as the Department, is seeking bids for a consultant to train and assist all jurisdictions in Maryland with the preparation and submission of the 2008 Department of Housing and Urban Development (HUD) Notice of Funds Availability (NOFA) for Continuum of Care (CoC) under the Supportive Housing Program.
To expand the quality of participation in local Continuum of Care groups (local service providers, advocacy groups, consumers, and government agencies) which develop and submit the CoC plan (application for funding) to HUD;
To improve the application scores of participating Continua of Care and ensure that all meet HUD threshold requirements; and
To provide training, as needed, to those CoCs not gaining adequate scores in 2007 NOFA process.
The successful bidder will conduct the following activities:
Maintain biweekly contact with 16 local Continuum of Care committees, representing all 16 rural jurisdictions [Garrett, Allegany, Washington, Carroll, Cecil, Southern Maryland (Charles, St. Mary's Calvert), Mid-Shore (Kent, Queen Anne's, Dorchester, Caroline, Talbot), and Lower Shore (Worcester, Wicomico, Somerset)] and eight (8) metro area jurisdictions (Baltimore City, Baltimore County, Anne Arundel, Frederick, Howard, Harford, Montgomery and Prince George's);
Analyze scores of the 16 local CoCs in the 2007 SuperNOFA competition;
Provide appropriate curriculum for training based on the analysis and scores from 2007;
Deliver one-day training in conjunction with HUD CPD staff on the 2008 SuperNOFA process. Workshop topics to include:
Critique of 2007 applications
Review of changes in 2008 HUD SuperNOFA
Strategies for constructing the Continuum of Care;
Develop agenda and/or syllabus for workshop participants. Consult and preview materials developed for and distributed during the workshops with the Director of Transitional Services, at least seven days prior to each workshop.
Provide assistance with preparation of 2008 applications and/or review and critique Supportive Housing Program applications from all jurisdictions requesting assistance. All reviews/critiques must be completed in accordance with HUD's timetable for submission of applications. Generally, there is a 90-day period between the release of the applications (NOFA) and the due date for submission. HUD publicizes the application availability via its website and the Federal Register. The selected vendor shall monitor HUD s website and notify committees when the NOFA is released;
