Description
The Uniformed Services University (USU), located in Bethesda, MD, intends to acquire on a sole source basis under the authority of FAR Part 13.106-(b)(1) with Elsevier, Nature Publishing Group, Wiley-Blackwell, Thomson Scientific, Oxford University Press and Palinet for one year site licenses for medical and academic subscriptions. These items are being procured as commercial items in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. USU, Army Medical Research & Material Command (AMRMC) and Walter Reed Army Institute of Research (WRAIR) require access to the information contained in these publications. Sole source determination is based on the vendors being the publishers and sole providers of electronic access to these publications.
1. Elsevier, New York, NY-To provide electronic access of Science Freedom Collection, Cell Press Collection and Methods in Enzymology Online for base period of twelve (12) months with one option year. These collections cover over 1700 electronic journals and articles for scientific research.

2. Wiley-Blackwell-Hoboken, NY-To provide electronic access of Synergy STM collection and Current Protocols. These subscriptions provide access to PDF articles of the listed subscriptions for calendar year 2008, plus article select tokens, which enable approved super users only to download articles from non subscribed journals.

3. Nature Publishing Group, New York, NY-To provide electronic subscription and site license to numerous academic journals and nature publications. The site license will provide unlimited access for all remote computer service users.

The expected performance period begins January 01, 2008. This is not a request for quotes (RFQ) and a solicitation package will not be issued.
