DESCRIPTION: the VA Nebraska Western Iowa Health Care System intends to negotiate a commercial (FAR Part 12) sole source contract with Karl Storz Endoscopy America, 600 Corporate Point, Culver City, CA 90230, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-04. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain a laryngoscope that is the only video laryngoscope on the market which uses a standard shaped laryngoscope blade. That is important because when teaching laryngoscopy, a standard blade can be used, thereby allowing an instructor to mentor a student using a conventional device, but monitoring what the student sees via the monitor. That makes it difficult for a student to damage the larynx or perform an esophageal intubation (which are common when training intubators). This is the only video laryngoscope which can be used either in direct (conventional method) or indirect.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, July 3, 2008, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
