| The Illinois Department of Central Management Services (CMS) is giving notice of its intent to award a sole conomically feasible source contract to Motorola Inc. (vendor) for statewide radio maintenance services.
The State issued an IFB for Statewide Radio Maintenance in 2002. Motorola was awarded the contract after being the only vendor to submit a bid, and, proving capable of fully meeting the State's requirements. Please refer to IPB Reference Number 22002716, "CMS - Statewide Radio Maintenance," for additional details.
The resulting Sole Economically Feasible Source contract from this Award will allow State Agencies, Boards, Commissions, and other entities authorized to purchase off of state contracts to continue to use this Master Contract to obtain maintenance, installs/removals, and repair directly from the vendor and be billed direct from the vendor.
This Statewide Radio Maintenance agreement provides a distinct value in extending a discounted rate for time and materials repairs and allows State entities to participate in a preventive maintenance program at a set rate. The agreement has proven to be the most cost effective method of providing radio maintenance due to the network of strategic service shops throughout the state that Motorola offers to State Entities.
Motorola provides monthly invoices to each State Entitity for radio preventive maintenance and invoices extra work on an as completed basis. |

| Sole Source Only Justification: | The last solicitation for Statewide Radio Maintenance Services was conducted by CMS in 2002. CMS received a single vendor bid only from Motorola. This aligns to the historical trend set over the last twenty two years in which the State has not received a bid for these services from any company other than Motorola. This is due in large part to the requirement that a vendor must prove its ability to provide a statewide service organization capable of responding within two hours of a reported problem and be reasonably prepared to effect repairs on-site to fixed network equipment problems anywhere within the state on a 24 hours a day, 7 days a week basis.
Vendors who could not meet this requirement and consequently have never submitted a formal bid, have proposed to provide repair service on a "depot" basis, where the defective radio unit would be shipped to a centralized repair facility. This approach is neither practical nor acceptable to the State because of the cost and down time involved in shipping defective radio units to and from said repair depot.
In 2008 - prior to preparing this PBC, the Illinois State Police requested CMS Knowledge Management (KM) group to research if there were other vendors that could provide the specified Statewide Radio Maintenance Services. KM's response was that they were unable to locate another vendor to meet the entire requirements of this contract.
Finally, the State has been mandated by the FCC to reconfigure its 800 MHz frequency band and Sprint/Nextel has been mandated to pay for the compensable costs of the State. The IL Department of Corrections (DOC) has a radio system covered under the Statewide Radio Maintenance Contract that operates in this band. The State therefore entered into an agreement with Motorola via an amendment to the Statewide Radio Maintenance contract to complete this reconfiguration for DOC. The State also executed an agreement with Sprint/Nextel to pay Motorola for these services. Motorola has already completed a large portion of the reconfiguration per the Amendment. However, the expected completion date for that project will go beyond the expiration of the existing Radio Maintenance contract. Continued reconfiguration work on the DOC system as well as reimbursement to Motorola, and the State's compliance with the FCC mandate would be in jeopardy if the contractual relationship between the State and Motorola does not continue.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
