NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES
The State of
Hawaii, Department of Accounting and General Services (DAGS), Public Works
Division (PWD) is seeking to expand its current list of qualified firms to
provide professional architectural and engineering services for the Maui
Regional Public Safety Complex project. Firms who are on the current list (since July 1, 2006) of qualified firms may choose to supplement their
qualifications in response to this solicitation but are not required to.
The project includes the planning and design
of an approximately 843 bed Maui Regional Public Safety Complex on a 38.8 acre
site in Puunene, Maui
Island, Hawaii for the following:
1. Two single-story minimum-security and/or
community-level buildings for sentenced male and female jail inmates and three
single-story minimum-security buildings for work furlough male and female
inmates.
2. Medium security pretrial housing beds located
in multiple wings adjacent to a secure support core. The secure support core consists of intake,
health care, security, case management, etc. functions.
3. Administrative
offices for the existing Maui Community Correctional Center functions, Maui Intake Services Center, and Hawaii
Paroling Authority-Maui program.
4. All
programmatic and operational support functions including, but not limited to: educational/library
services and religious/other volunteer service activities.
5. All
related on/off-sitework including but not limited to: grading; roadways;
parking areas; on/offsite water, sewer, drainage, and electrical infrastructure
improvements; sewer treatment plant; etc.
6. The
project s goal is also to achieve a Leadership in Energy and Environmental
Design (LEED) Silver rating to the extent possible.
7. The
project may also include an environmental assessment to comply with the
requirements of Chapter 343 of the Hawaii Revised Statutes and land use related
applications and approvals.
8. The
State desires to have completed the planning and design work by July 2009.
SUBMITTAL
REQUIREMENTS
Consultants interested in providing
professional services must submit the following items to the State Comptroller,
DAGS, c/o the Public Works Administrator, Kalanimoku Building, Room 426, 1151 Punchbowl Street, Honolulu, Hawaii 96813 by June
20, 2008, 4:30
p.m., HST:
1. Completed DPW Form 120 (Revised 6/99)
(original + 6 copies).
2. Statement of qualifications (SOQ) for the projects,
highlighting the firm s qualifications, expertise and experience (original + 6
copies). Include information on the proposed staff to be assigned to the
projects and address the criteria listed in the Selection Criteria below.
3. The names and phone numbers of up to five
clients who may be contacted including at least two for whom services were rendered
during the preceding year.
4. Statement indicating any conflicts of
interest in performing services for DAGS and/or the State of Hawaii. List membership
on State boards, commissions, etc. For more
information, please refer to the State Ethics Code, Chapter 84, Hawaii Revised
Statutes, or contact the Hawaii State Ethics Commission at (808)587-0460 or go

5. Statement indicating any objections to
retaining specialty subconsultants (i.e., architects, engineers, etc.) under the
prime contract. Objections may affect a firm s consideration for
certain projects. Note that it is
typically DAGS intent to hire all subconsultants under the prime consultant s
contract.
6. Any relevant information on the firm s
experience, expertise and past performance including but not limited to quality
of work, cost control and ability to meet schedules may be submitted.
Incomplete Submittals: Submittals received by the due date but with
missing or deficient items that are not corrected by the due date will be
considered non-responsive to this notice.
Late Submittals: Submittals received after the above due date will
be considered non-responsive to this notice.
SELECTION CRITERIA
Selection of professionals will be made in
accordance with Section 103D-304, Hawaii Revised Statutes, and Section 3-122-Subchapter
7, Hawaii Administrative Rules, as amended. The selection criteria employed in
descending order of importance shall be:
1. Experience and professional engineering qualifications
relevant to the project type, i.e. correctional facilities. Include any information on prime consultant
firm s and their proposed subconsultant firm s or project team s Hawaii
experience and presence since local site and government issues are considered
unique. Note that qualifications may
include accreditation, such as LEED.
2. Past performance on projects of similar scope
for public agencies. Include any
information on past or on-going Hawaii projects.
3. Capacity to accomplish the work in the
required time.
4. Other criteria as determined by the selection
committee to be relevant or necessary.
These include response time(s) to State Agency inquiries or requests,
field assessments, project meeting accommodations, etc.
a. Indicate timely and cost effective process to accomplish
the work, including ability to service the State on a day-to-day basis and ability
to work with other governmental agencies and interested parties on a daily
basis.
b. Indicate whether or not the firm has an office in
the State of Hawaii or affiliation with another firm having a Hawaii office. If
not, explain how your firm will conduct business with DAGS during normal Hawaii State business hours of 7:45 a.m. to 4:30 p.m. HST.

Campaign contributions by State and County Contractors: Contractors are hereby notified of the
applicability of Section 11-205.5, HRS, which states that campaign contributions are
prohibited from specified State or county government contractors during the
term of the contract if the contractors are paid with funds appropriated by a

The State Comptroller reserves the right
to cancel this request for qualifications, to reject any or all applications in
whole or part, and to waive any defects in said application in the best
interest of the State.
