NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES
The State of
Hawaii, Department of Accounting and General Services (DAGS), Public Works
Division (PWD) is seeking qualified energy performance specialty consultant firms
to provide professional services for the State of Hawaii, Executive Branch
agencies including the University of Hawaii and the Department of Education and
the Judiciary (hereinafter referred to as State agency or State agencies )
with Technical Support and Assistance
for Energy Savings Performance Contract (ESPC) projects, Statewide.
Interested energy performance specialty
consultant firms that respond to this DAGS-PWD solicitation notice will be
considered for possible selection(s) at a later date by DAGS-PWD (or applicable
State agencies), in accordance with the Hawaii Public Procurement Code, Chapter
103D, HRS, consultant selection process.
Interested energy performance specialty
consultant firms need to be able to provide DAGS-PWD (or applicable State
agencies) with technical support and assistance during the planning,
development, implementation or administration of State agency projects
involving new improvements, modifications or renovations, repairs or
maintenance work done through the Energy-Saving Performance Contract (ESPC)
process.
Minimum
Qualifications/Work Experience:
1. Resume
(including qualifications of each staff) to be used on an ESPC project,
with the professional background; membership or affiliation with any type of
energy savings performance contracting association; years of hands-on
experience advising government agencies in implementing energy savings performance
contracting.
2. Relevant
experience of the energy performance specialty consultant firm, such as
description of types of technical support or assistance provided for other
government agencies in energy savings performance contracting.
3. Previous
experience of the designated Project Manager that has acted as principal
for at least three (3) projects of over 10,000 square feet in the past three
(3) years.
4. A
representative sample of documents relating to technical support and/or
assistance provided for other government agencies in energy savings performance
contracting that was prepared by the energy performance specialty consultant
firm.
SUBMITTAL
REQUIREMENTS
Consultants interested in providing
professional services must submit the following items to the State Comptroller,
DAGS, c/o the Public Works Administrator, Kalanimoku Building, Room 426, 1151 Punchbowl Street, Honolulu, Hawaii 96813 by March
28, 2008, 4:30
p.m.:
1. Completed DPW Form 120 (Revised 6/99)
(original + 5 copies). DAGS will accept the Federal Standard Form 330 in place
of the DPW Form 120.
2. Statement of qualifications (SOQ) for the projects,
highlighting the firm s qualifications, expertise and experience (original + 5
copies). Include information on the proposed staff to be assigned to the
projects and address the criteria listed in the Selection Criteria below.
3. The names and phone numbers of up to five
clients who may be contacted including at least two for whom services were rendered
during the preceding year.
4. Statement indicating any conflicts of
interest in performing services for DAGS and/or the State of Hawaii. List membership
on State boards, commissions, etc. For more
information, please refer to the State Ethics Code, Chapter 84, Hawaii Revised

5. Statement indicating any objections to
retaining specialty subconsultants (i.e., architects, engineers, etc.) under the
prime contract. Objections may affect a firm s consideration for
certain projects. Note that it is
typically DAGS intent to hire all subconsultants under the prime consultant s
contract.
6. Any relevant information on the firm s
experience, expertise and past performance including but not limited to quality
of work, cost control and ability to meet schedules may be submitted.

in MS Word, WordPerfect or Adobe PDF.
Incomplete Submittals: Submittals received by the due date but with
missing or deficient items that are not corrected by the due date will be
considered non-responsive to this notice.
Late Submittals: Submittals received after the above due date will
be considered non-responsive to this notice.
SELECTION CRITERIA
Selection of professionals will be made in
accordance with Section 103D-304, Hawaii Revised Statutes, and Section 3-122-Subchapter
7, Hawaii Administrative Rules, as amended. The selection criteria employed in
descending order of importance shall be:
1. Experience and professional qualifications
relevant to the project type.
2. Past performance on projects of similar scope
for public agencies or private industry.
3. Capacity to accomplish the work in the
required time.
4. Other criteria as determined by the selection
committee to be relevant or necessary.
These include response time(s) to State Agency inquiries or requests,
field assessments, project meeting accommodations, etc.
a. Indicate timely and cost effective process to accomplish
the work, including ability to service the State on a day-to-day basis and ability
to work with other governmental agencies and interested parties on a daily
basis.
b. Indicate whether or not the firm has an office in
the State of Hawaii or affiliation with another firm having a Hawaii office. If
not, explain how your firm will conduct business with DAGS during normal Hawaii State business hours of 7:45 a.m. to 4:30 p.m. HST.

Campaign contributions by State and County Contractors: Contractors are hereby notified of the
applicability of Section 11-205.5, HRS, which states that campaign contributions are prohibited
from specified State or county government contractors during the term of the
contract if the contractors are paid with funds appropriated by a legislative

The State Comptroller reserves the right
to cancel this request for qualifications, to reject any or all applications in
whole or part, and to waive any defects in said application in the best
interest of the State.
