The General Services Administration (GSA) Great Lakes Region announces an opportunity for a General Construction Contractor (GC) to perform construction services for the "State Street Storefront Improvements Project" in Chicago, IL. This procurement is entirely set aside for Service Disabled Veteran Owned Small Business Concerns in accordance with the Veterans Benefit Act of 2003 (15 U.S.C. 657f).
The Government has purchased one half block in the Central Business District (CBD) of the City of Chicago adjacent to the Mies van der Rohe designed Federal Center. The storefronts of the State Street properties represent the most publicly faced portions of the Chicago expansion project in that they are busy retail stores in the heart of the CBD of Chicago. The results of this construction project will cleanup the appearance of the storefronts and create a uniform look to the subject properties including storefront appearances and uniformed signage. This project includes some new storefronts, Panaflex panels with custom graphic pattern, new signage, new paint for first story building base and new lighting for existing windows and exiting stairwells.
The estimated cost of this project falls within the range of $1 million to $5 million, with an expected project duration of less than 8 months. Work for this project is expected to begin in October 2008. A qualified contractor will be selected using a best-value source selection procedure, in accordance with Part 15 of the FAR. The North American Industry Classification System (NAICS) code for this project is 236220. Funds are currently not available for this acquisition.
Joint ventures or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to meet SDVOSB joint venture requirements as detailed in FAR 19.1403(c).
The Request for Proposal (RFP) package will only be available electronically and is anticipated to be available on or about June 30, 2008. The RFP will be available on the FedBizOpps website, www.fbo.gov
A pre-proposal conference will be held on or about July 16, 2008 and notification to the Contract Specialist of proposed attendance will be required. We consider attendance at this conference important to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Additional details regarding the pre-proposal conference will be included in the RFP. The offer due date and time for receipt of proposals will also be included in the RFP.

A pre-proposal conference will be held in Chicago, Illinois on Tuesday, July 15, 2008 beginning at 10:00 am. When arriving, please allow extra time to pass through building security. Anyone interested in attending must contact Helen DiMonte, Contract Specialist, at (312) 353-1189 by July 11, 2008 to register and be notified of meeting location. In order to keep the size of the potential group manageable, each offeror will be limited to three members for the pre-proposal conference. This number may be further reduced if it is determined a large number of firms will be attending.
