Description and Specifications:
This is notice of the Illinois Department of Public Health's intent to contract with the Illinois Public Health Institute. Public Act 93-0975 calls for the State Board of Health to deliver State Health Improvement Plans (SHIP) to the Governor for presentation to the General Assembly, on January 1, 2006; January 1, 2009; and every four years thereafter. The SHIP is to recommend priorities and strategies to improve the Illinois public health system and Illinois residents health status, using national objectives and standards as frameworks, considering community and regional priorities and strategies and public and private sector contributions, addressing racial, ethnic, gender, age, socio-economic and geographic health disparities, and focusing on prevention. This contract is needed to assure the necessary expertise and follow-up is available to assure the SHIP will be produced in a timely manner.

IDPH plans to focus the 2009 SHIP planning process on refining, updating and enhancing the current 2007 SHIP because that plan is only two years old, as well as identifying, assessing and incorporating emerging issues. The Act specifies a process that takes into consideration national health objectives and system standards as frameworks for the assessment effort that will result in the Statewide Health Improvement Plan (SHIP). The SHIP builds on several agency-supported efforts already in place, including the National Public Health Performance Standards (NPHPS) state public health system assessment and the Illinois Project for Local Assessment of Needs (IPLAN)

The Contractor will manage a substantive review of the 2007 SHIP and measure and report on the status of the objectives and strategies. The Contractor will conduct data collection and analysis necessary to inform the planning process. These assessments include the National Public Health Performance Standards State Public Health System (NPHPS) assessment as required in the Act. The Contractor will collect data and develop reports on emerging issues identified by the Planning Team. The Contractor will design a planning process and implement it through up to eight meetings of the State Health Improvement Planning Team and related subcommittee meetings, as appropriate. The Contractor will develop goals and desired outcomes for each meeting and provide facilitation services to the Planning Team to achieve those goals and outcomes. The Contractor will produce reports on the assessments and the review of the 2007 Plan, and will write drafts and final plan documents. The Contractor will provide, plan, and execute three hearings on the draft plan, including public relations support, by the State Board of Health as required by P.A. 93-0975.

Sole Source Only Justification:As an independent agency, the Illinois Public Health Institute (IPHI) will use its administrative capacity to efficiently assemble an exceptional project team of content and evaluation methods expertise in both state health improvement planning and the NPHPS. IPHI brings additional resources to this project. With its commitment to building awareness of SHIP, IPHI is conducting a SHIP Summit in the summer of 2008 and the results of this privately funded project will be an important input into the SHIP 2009 planning process.

IPHI is skilled in convening and working with advisory groups on all of its projects, and is well positioned to manage the State Health Improvement Planning process. In addition to the 2007 SHIP process, IPHI has or is currently convening and managing the following collaborative processes designed to produce major public health and public health policy outcomes: The Racial and Ethnic Health Disparities Action Council; the Illinois Health Data Dissemination Initiative; the Illinois Accreditation Development Task Force and the Turning Point National Excellence Collaborative on Performance Management. IPHI is skilled at organizing and managing public hearings and other public events: IPHI organized and facilitated the State Board of Health hearings on the 2007 SHIP, and regularly designs and executes conferences, trainings, and other events that require identifying and contracting with venues, marketing and managing the event. IPHI has developed an excellent track record for managing assessments and planning processes and producing data-driven reports that are useful and timely, surveys, reports and tools for understanding public health issues. IPHI is currently serving as project lead as the agent for IDPH on the Illinois Health Data Dissemination Initiative convened under the auspices of SB547 and funded by a $1.25 million CDC grant to develop a web-based data query system to support local health assessment and planning. This project includes convening and managing a multi-state-agency Steering Committee and an Advisory Committee of private and local governmental stakeholders.

IPHI has several staff and contractual staff members who are trained in the NPHPSP and one contractual staff person who is one of the authors of the state NPHPSP instruments. IPHI's staff experience includes more than 25 years in the field of health planning, at the local, regional and state levels, including responsibility for organizing and implementing Illinois IPLAN (Illinois Project for Local Assessment of Needs) program as well as ongoing training and technical assistance related to IPLAN, a key linkage in the SHIP requirements. IPHI's staff experience also includes management of ASTHO's work to develop and implement the National Public Health Performance Standards, and a seven-year history with the National Public Health Performance Standards partners group with NACCHO, CDC and other partner organizations. IPHI staff can offer knowledge of performance standards and methods of applying the standards at the state and local levels gained through participation in national and state-level training workshops, consultations and on-site assistance to users of performance standards. This includes IPHIs work with national organizations such as CDC, ASTHO, NACCHO and other states on the Multi-State Learning Collaborative Lead States in Public Health Quality Improvement, which provides IPHI with expertise on public health measurement and performance improvement concepts.

IPHI has unique experience, expertise and established relationships by virtue of its previous work. No other potential contractor can offer this experience and skill set, which are essential to completing the SHIP within the specified time frame. IPHI is also uniquely qualified to assist the State Health Improvement Planning Team in reviewing the 2007 SHIP and reviewing and incorporating results of the National Public Health Performance Standards (NPHPS) statewide assessment. Other contractors may have familiarity with the NPHPS, experience working with entities in the states public health system, or experience in developing state-level public health systems assessments and plans, but IPHI is the sole potential contractor that offers knowledge and experience in all arenas. The expertise that IPHI can bring to the effort would likely make it the preferred contractor if the time frame were not a factor, but this unique expertise also makes the Institute the sole entity that can effectively complete the deliverables in the time frame required by the Act.
