The Centers for Medicare and Medicaid Services (CMS) intends to negotiate with one responsible source pursuant to the authority of Part 6 of the Federal Acquisition Regulation, to the National Academy of Social Insurance, 1773 Massachusetts Avenue, NW, Suite 615, Washington, DC 20036-1904, using Simplified Acquisition Procedures. The National Academy of Social Insurance will provide estimates of workers' compensation benefits paid out in 2006 by state. Benefits will be broken down into medical and cash benefits incurred by insurers for injuries or illnesses occurring in 2006 will also be provided. The incurred costs data will include not only benefits paid but reserves set aside for the future. The National Academy of Social Insurance is a private nonprofit organization engaged in the collection and tabulation of social insurance information, including workers' compensation data. Other government agencies such as the Bureau of Economic Analysis and the Social Security Administration rely on the Natiional Academy workers' compensation data for their research projects. These data are currently unavailable from any other source. The data from the Natinal Academy will be used to update the National and State Health Accounts, and has served as an important element of the historical "sources of funds" estimates for the National Health Accounts. All responsible sources may submit capability statements in consideration to the Agency at the above address. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Expressions of interest must be emailed to Phillip.Harrell@cms.hhs.gov.
