Notice Summary
Background
The Art Selection Committee for the Oregon State Capitol Percent for Art Project seeks
proposals from qualified art appraisers and curators interested in conducting an appraisal
of the Capitol's collection of portable works and developing a plan for the collection's
reinstallation.

The Oregon State Capitol owns a collection of approximately 180 works of art. These
pieces, mostly prints, paintings and photographs, but also including a number of
sculptures, were acquired in 1977 as part of Oregon's newly enacted State Percent for Art
Program. A sub-collection of photographs by regional and nationally known photographers
makes up approximately 1/3 of the collection.

Due the current major renovation of the Capitol office wings, these works have been
removed to professional storage. The Art Selection Committee for this project, recognizing
the collection as an important and valuable resource for the citizens of Oregon, seeks a
qualified professional to appraise the pieces, suggest conservation actions, and design a
reinstallation of the works in the remodeled Capitol wings.

Included in the collection are works by Frank Boyden, Louis Bunce, Imogen Cunningham,
Gordon Gilkey, Sally Haley, Charles Heaney, Manuel Izquierdo, Henk Pander, Lucinda Parker,
Jack Portland, Ken Shores, Terry Toedtemeier, Edward Weston, Minor White, Jan Zach and
more.

The committee prefers that one contractor conduct both the appraisal and the plan for
reinstallation. However, it is anticipated that the lead professional may hire
subcontractors to assist with specific areas of expertise. Teams may also apply. The
actual installation of the works need not be included in this scope of work. An unknown
number of new works will be purchased or commissioned for these spaces. These will be
placed by the Art Selection Committee, but some collaboration will be needed to integrate
the existing collection with new acquisitions.

Eligibility
Open to all art appraisers and arts professionals with significant knowledge of northwest
art and photography, exhibition design, and art market values.

Deadline
Complete proposals must be received either by mail or email in the Oregon Arts Commission
office no later than 5:00 PM, Friday, May 23, 2008. Late or incomplete applications will
not be accepted.

Selection Process
Proposals will be reviewed by the Art Selection Committee. A short list of finalists may
be invited to interview with the Committee.

TO APPLY
Materials submitted must include the following:

q Letter of Interest: No more than 2 pages (typed, 10-12 point font) stating your
interest in this project and related experience that qualifies you to undertake this
project. Please note if you plan to involve subcontractors in specific areas of expertise,
and identify them if possible.

q Professional Resume: Please limit to 2 pages (typed, 10-12 point font) per person
and include a daytime telephone number and current address.

q Up to 6 JPEG images of exhibitions you have designed on a CD-ROM, labeled with
the applicant's name. Images must be at least 8 inches wide, no larger than 1024 x 768
pixels, and 72 dpi. Each image filename must be formatted as follows: applicant's last
name, first initial, number corresponding to the number on the image list (e.g.,
doej01.jpg). Images other than JPEG format will not be reviewed and reviewers will not
visit websites.

q Corresponding Image Identification Sheet: Include exhibition title, date,
location and any other relevant information or narrative.

q List of at least three professional references.

q Bid for work described in this RFP, as follows:

o Please include a total dollar amount (including billable hourly rates). Include
all deliverables you will provide.
o Include any unknowns or variables that may increase the proposed budget.
o Include applicable itemized costs such as subcontractor fees, travel, photography
and other materials.

Documentation Specifications:
ALL materials must be clearly labeled with the proposer's name.
Please do not staple or bind materials.
Oversized materials will not be accepted.
Submit all written materials single-sided on white 8 " x 11" paper so they may be
clearly photocopied.
Do not send originals.

Qualifications will be reviewed with the
following criteria:
40% Professional qualifications indicated by resume.
20% Appropriateness of and quality of past exhibition design work.
20% Appropriateness and quality of the proposal.
20% Price
