The Missile Defense Agency (MDA) has a requirement for Standard Missile -3 (SM-3) Block IB Missiles. This effort is part of the Aegis Ballistic Missile Defense (BMD) Program. Contract # N00024-07-C-6119 was awarded as a sole source contract to Raytheon Missile Systems, Tucson, AZ, for the production of the SM-3 Block IA missiles and spares. MDA intends to issue a contract modification to convert the twenty-four (24) U.S. SM-3 Block IA missiles under contract line item number (CLIN) 0004 into the SM-3 Block IB missile configuration. This contract action will also establish a CLIN, for the production of 24 additional SM-3 Block IB missiles. Raytheon Missile Systems has been the All Up Round Design Agent for all Standard Missile variants since 1966. Thus, the contractor possesses the unique knowledge, background, resources, and technical expertise related to this complex and highly specialized system to provide the required SM-3 Block IB configuration. In addition to the aforementioned forty-eight (48) SM-3 Block IB missiles, this proposed modification will also include an option(s) for production of an additional 120 Block IB missiles and spares. Because Raytheon Missile Systems is the Design Agent, it is the only source that currently possesses the in-depth technical knowledge of the system to satisfactorily perform the missile conversion effort within the SM-3 critical milestone and Ballistic Missile Defense System (BMDS) schedule of 2011. This expertise cannot be attained by any other contractor within the anticipated period of performance without incurring a substantial duplication of costs and an unacceptable delay in fulfilling the Agency s requirements. The proposed contract action is for missile production for which the government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Raytheon Missile Systems directly. See Note 22.
