Synopsis:

The Food and Drug Administration intends to award a Purchase Order for Standard Affymetrix Services. The requirement will be awarded using Simplified Acquisition Procedures in accordance with FAR 13.5 This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FDA-SOL-08-00824. This solicitation is issued as Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) Code is 541711. Contract Type: Commercial Item-Firm Fixed Price.; All responsible sources may submit a quote which shall be considered.
The Food and Drug Administration is soliciting the following services;
1. RNA Assessment; Delivery of RNA Quantitation and Bioanalyzer Result;
GeneChip QC Report; Delivery of Raw GeneChip data (DTT format); Delivery
of composite file in Excell format containing intensity, p-value, and ditection calls for
each hybridization - 325 Samples
FOB: Shipping Point: Destination. The period of performance is 6 to 8 week after receipt of samples. Company must be registered in Central Contractor Registration (CCR) before
an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: (i) Technical capability of the item offered to meet the Government requirement. (ii) price. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other technical factors considered. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the Government to determine where the product meets the technical requirements. The Government reserves the right to make an award without discussions.
The Provision at FAR 52.212-3, Offerors Representation and Certification-Commercial Items, applies to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies to this acquisition.
