Opportunity Summary
The State Forest Management Program of the Oregon Department of Forestry (ODF) is
responsible for managing approximately 800,000 acres of state-owned forestlands in
Oregon. ODF conducts forest inventories designed to provide resource information
necessary for the effective stewardship of the State Forests. One such inventory system
is referred to as the Stand Level Inventory (SLI).

SLI involves Personal Services contracting to perform inventory plot sampling (a.k.a.
inventory cruising) in selected forest stands. The entirety of the State Forests has been
stratified into forest stands (polygons) ranging from ten to many hundreds of acres in
size. Each stand is distinguished from its neighbors through differences in tree species
composition, tree size/age characteristics, and tree stocking arrangement that are
observable from aerial imagery and identifiable from other available historical
information. More detailed information on vegetation elements including live and dead
trees, non-tree vegetation (herbs-shrubs-grasses), and down woody material is gathered via
field sampling techniques within the identified forest stands.

The ODF SLI Field Guide serves to describe and document the protocol for the field
sampling work performed for the inventory cruising. Similar to "temporary plot"
inventories conducted by the Washington Department of Natural Resources, the Oregon office
of the Bureau of Land Management, the U.S. Forest Service Region 6 and industrial forest
landowners, SLI employs a nested plot sample design at a series of plots established in
each selected stand. Each cruised stand typically has from 16 to 24 plots that comprise
the sample. A cruiser working alone on each plot typically performs the cruising. The
bid price for the work and the basis for payment under the Contract shall be per installed
plot.

A total of 106 stands with an estimated 2,153 plots, as shown in the table below and in
the Sample Contract's Exhibit E, have been chosen to be included in the work that is the
focus of this ITB. A primary goal of this solicitation is to secure contract services for
the completion of inventory cruises for these stands. ODF shall at its sole discretion
determine if and when each of the 106 stands will be cruised.

The stands to be inventory-cruised are on State Forest lands located within the Forest
Grove and Southwest Oregon ODF administrative Districts - as detailed in Exhibit E of the
Sample Contract.
