The United States Postal Service (USPS) requires a single supplier to provide services in support of the national Stamps on Consignment (SoC) program, also known as the Stamps to Go program. The SoC program is a USPS alternate access channel.
The USPS seeks to grow revenue in the SoC channel, while maintaining high customer satisfaction and a low cost fulfillment and distribution program. The supplier must demonstrate significant experience in sales and marketing, fulfillment and distribution, customer service, warehouse management systems, and data administration management. The supplier must have a proven record of commitment to quality service. The major functions the supplier must perform are:
Meet specific contract requirements according to statement of work performance standards,
Provide significant sales and marketing support for the acquisition, growth and retention of program participants;
Maintain a product fulfillment history, a customer database, and an inventory database;
Receive, inspect, store and distribute accountable paper in a secure facility;
Pick, pack, and ship accountable paper product orders to designated consignee locations nationwide;
Provide customer service and support that meet the requirements of Section 4.0.
Collect, maintain and report relevant financial, operational, and performance data according to USPS specifications.

The proposal must be in a sealed envelope or package. Please be advised that this location is closed for business on week-ends and federal holidays. The Postal Service will not consider electronic or facsimile proposal submissions, with the exception that some of the attachments included with the supplier s written proposal may be submitted in an electronic format.
