The Trustees of the California State University will receive sealed bids until 2:30p.m. June 18th, 2008 from pre-qualified Contractors in Kendall Hall (Administration Building), Room 205A California State University, Chico campus for the furnishing of all labor and materials for the construction of the Stadium Restroom Replacement project. Bids mailed in advance of the bid-opening date should be addressed to: Procurement & Contract Services 400 West 1st Street Chico, CA 95929-0245. Proposals must be submitted sufficiently in advance of the bid opening to ensure delivery prior to the specified opening time. California State University, Chico assumes no responsibility for delay in delivery of the proposal either by the United States Post Office, by Campus Mailroom, or by any other means.
In general, the project consists of construction of the CSU Chico Stadium Restroom building and extension of water lines and utilities to serve the new building, as indicated in the Contract Documents. The building has a concrete structural frame, CMU block exterior walls with integral interior glazing and exterior plaster, and steel-framed roof structure supporting a pre-finished steel roof. The floors are exposed concrete. There are two separate mens and womens rooms with an additional single-occupancy toilet room and an electrical/storage room. Fixtures are wall mounted. Urinals are waterless, except for initial urinal. There are laminated glass clerestory windows. The roof includes a steel equipment screen. The building is surrounded by a concrete walk, including some pervious concrete with dry wells below. There is no storm drainage. Lighting is primarily fluorescent tube lamps. The building is single story, with an area of 2,260 SF. Estimated cost is $900,000.00. Estimated schedule is 90 days. General B license required.
As a condition of bidding, prospective bidders must attend a mandatory pre-bid conference. The pre-bid conference will be held on Wednesday, May 28, 2008 at 10:00 a.m. for the purpose of discussing the project. Conference attendees should report no later than 10:00 a.m. to the Facilities Management & Services Conference Room located at 940 W. 1st Street, Chico, CA.
Plans and specifications will be available at the bid conference. Contractors may purchase bidding documents at the mandatory pre-bid conference or by mailing a check, payable to CSU, Chico, to the Facilities Management and Services Department, California State University, Chico, Chico, CA 95929-0925. Contractors may purchase hard copy printed document sets for a non-refundable $75.00 and/or in electronic file format on CD for a non-refundable $25.00.
Each bidder offering a proposal must comply with bidding provisions of Article 2.00 et seq. of the Contract General Conditions. The bidder should familiarize itself with all the provisions of the Contract General Conditions, especially Article 2.02 regarding the necessity to pre-qualify at a minimum of one million dollars ($1,000,000.00) with the Trustees five (5) days prior to the bid date, and Article 4.02(c), regarding the prevailing wage rates. The Trustees require the successful bidder to achieve a minimum goal of 3% DVBE participation or provide good faith effort to do so. It is strongly recommended that potential bidders advertise immediately due to the compacted timeline of this project. Bidders failing to meet DVBE participation or good faith effort requirements will be considered non-responsive and ineligible for contract award. Each bidder shall submit with his bid a Bid Bond in the amount of 10% of the bid. Payment & Performance bonds in the amount of 100% of the awarded maximum contract value will be required (see Contract General Conditions Article 3.03). Small Business Preference: 5%. The said State agency reserves the right to reject any or all bids.
Contract is subject to State Contractor Nondiscrimination and Compliance requirements pursuant to Government Code, Section 12990.
