This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

There is a MANDATORY site-visit scheduled for Thursday, August 7, 2008 at 1000 HRS (10:00 am) EST at CSMS-EAST, Bldg 10-101, Ft. Indiantown Gap, Annville, PA 17003. Interested vendors are directed to contact the buyer via e-mail at: mike.v.brown@us.army.mil no later than 1000 HRS (10:00 am) EST on Tuesday, August 5, 2008, with the full name, company name, telephone and e-mail contact information of persons who will attend the site-visit. The items in this solicitation are to be incorporated with existing equipment. Quotations are due on Tuesday, August 12, 2008 at 1500 HRS (3:00 pm) EST at DMVA, Bldg. 0-48, USPFO-PA, P&C,; Attn. M. Brown, Room 242, FTIG/Annville, PA 17003-5003. Quotations may be submitted by e-mail at: mike.v.brown@us.army.mil.

Request that all vendors quote utilizing General Services Administration (GSA) schedule if product is available.

Evaluation will be based on the overall best value for the government. Accordingly, please note that, unless otherwise specified herein, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible Vendor whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, and delivery.

FOB Destination. The ship to location is CSMS-EAST, Bldg 10-101, Ft. Indiantown Gap, Annville, PA 17003. Delivery and installation is required within 45 days from date of award.

This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. Contract financing will NOT be provided for this acquisition. The Government reserves the right to not make an award at all.

This RFQ has four (4) line items, with multiple items each. A Firm Fixed Price (FFP) type purchase order is anticipated.

Base Equipment Color shall be Green, unless required to be a different color for safety reasons.

Item 0001 - Adjustable Racking System - Quantity: 2. Overall anticipated height: 13' 5-1/16"; Overall anticipated width: 14' 9"; Aisle anticipated width: 7' 4"; Overall anticipated length: 66' 11"; Capacity: minimum of 2000 lbs per pallet uniformly distributed load. Systems must be fully compatible with existing onsite Stanley Vidmar Racking System (also known as "STAK System"). Must be based on a system of removable, adjustable pallets with a captive lifting and handling device. Handling devices must be able to maneuver on four (4) axes and provide 360 degree flexibility. Operational vertical speed of forks on handling device(s) to be at least 16 feet per minute. System must be expandable to support future growth of inventories.

Item 0002 - Cabinets - Quantity: 44. High density modular/stackable storage cabinets; Overall anticipated dimensions: 30"W x 27-3/4"D x 59"H; each unit to consist of one (1) 3-7/8" useable height drawer w/ 12 compartments, one (1) 8-1/2" useable height drawer w/ 8 compartments, two (2) 10-1/8" useable height drawers w/ 8 compartments each, and one (1) 13-1/4" useable height drawer w/ 1 compartment; each unit must be able to securely stack on/under/between existing inventory of Stanley Vidmar modular/stackable storage cabinets, as well as on/under units to be provided.

Item 0003 - Cabinets - Quantity: 11. High density modular/stackable counter-height shelf cabinets; Overall anticipated dimensions: 60"W x 27-3/4"D x 42"H; each unit to consist of two (2) 25-1/4"x27-1/4" adjustable shelves w/ minimum 800 lbs. capacity; one (1) similar dimensioned bottom pan; and solid door with magnetic catch; each unit must be able to securely stack on/under/between existing inventory of Stanley Vidmar modular/stackable storage cabinets, as well as on/under/between units to be provided.

Item 0004 - Onsite Installation of all items and commissioning and testing of any electrical items.

Quotes will be evaluated on the basis of the evaluation factors listed in this solicitation and the information furnished by the vendor submitting the quote or identified in the quote and reasonably available to the Contracting Officer. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Include manufacturers name, model number, and specifications, including country of origin for any non-U.S. end-product, in your quote. Unless the vendor clearly represents in its quote that the product being offered is fully compatible with existing inventory, the quote will be rejected.

By submission of a quote, the vendor acknowledges the requirement that a prospective awardee must be registered in CCR prior to award, during performance, and through final payment of any contract resulting from this solicitation.
