***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Anton Paar USA in Ashland Virginia for the purchase of a Stabinger Viscometer (Part # SVM 3000).***
***The sole source determination is based on the fact that Anton Paar USA is the only manufacturer and distributor of a Stabinger Viscometer with the measurement precision required by NIST for our nanolubricants. The measurement must be with-in 0.35 percent repeatability for samples with viscosity of 2 to 2000 at temperatures between 10 and 100 Celsius.
***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 120 days after receipt of order.***
***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.***
***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by April 25, 2008.***
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
