On behalf of the Marine Corps System Command (MCSC), Infantry Weapons Systems (IWS), Optics and Non-Lethal Systems (ONS) this Pre-Solicitation notice is to inform prospective offerors of the Marine Corps Systems Command intent to issue a competitive solicitation for the purchase of a Squad Automatic Day Optic and Medium Machinegun Day Optic (SDO/MDO) on or about 10 June 2008. The solicitation number is M67854-08-R-1057. The contractor shall perform all tasks required and delineated in the SOW to test, produce, manufacture, deliver and prepare associated documentation, provide logistic support, provide technical support, provide training, develop technical manuals and deliver an estimated quantity of 10,847 SDO systems and 7,289 MDO systems for delivery order one.
The applicable NAICS code for this project is 333314 with a size standard of 500 employees. The Solicitation and any subsequent amendments will be posted through the electronic posting system (http://neco.navy.mil/). Paper copies will not be provided. Contractors will be solely responsible for monitoring the internet and obtaining the solicitation documents and any amendments. Interested offerors must ensure they are registered with the Central Contractor Registration in order to receive award of a contract. Information to register can be found on the internet at (http://www.ccr.gov/) telephone 1-888-227-2423. Offerors must also have registered Online Representations and Certifications Application (ORCA) at www.bpn.gov before submitting an offer. The Government reserves the right to award separate or multiple contracts to one or more Offeror(s) for the SDO/MDO. All proposals will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Items. The SDO/MDO will be procured utilizing full and open competition in accordance with FAR Part 12 & 15. Proposals will be evaluated on the basis of the following factors listed in order of importance: Technical Capability, Past Performance and Price. The Government intends to issue a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract(s) (DPAS rated DO-A5) to the successful Offeror(s) representing the best value to the Government. Prices must be FFP and include shipping in the unit price, as all items will be FOB Destination, Albany, GA.
Estimated issue date for the request for proposal is on or about 10 June 2008. Proposals will be due and delivered to MARCORSYSCOM on or about 10 July 2008 that will consist of seven (7) production samples and (10) copies of the technical and business proposal. No response to this pre-solicitation is necessary. All terms and conditions will be identified in the solicitation. This solicitation will be available to interested parties through the Navy Electronic Online (NECO) website (http://www.neco.navy.mil) and Federal Business Opportunities (http://www.fbo.gov/). It is the responsibility of interested parties to independently watch the website for updates to any and all documents. Potential offerors are responsible for downloading their copy of the solicitation and amendments, if any. The written solicitation and amendments will not be issued. The Government will not be responsible for any cost incurred in responding to this notice.
