THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER FOR THIS PROCUREMENT IS F3W3268219A001 AND THIS IS A REQUEST FOR QUOTATION (RFQ). THIS ANNOUNCEMENT WILL BE ISSUED AS A COMBINED SYNOPSIS/ SOLICITATION. THE RESULTING AWARD WILL BE A FIRM FIXED PRICE CONTRACT, THE AWARD WILL BE MADE BASED ON THE BEST VALUE TO THE GOVERNMENT. THIS IS AN END-OF-YEAR PROJECT AT THIS TIME FUNDING IS CURRENTLY UNAVAILABLE FOR THIS AWARD. THIS SOLICITATION MAY NOT RESULT IN A AWARD PENDING AVAILABILITY OF FUNDS BY 30 SEPTEMBER, 2008. THIS DOCUMENT INCORPORATES PROVISIONS AND CLAUSES IN EFFECT THROUGH THE FEDERAL ACQUISITION CIRCULAR 2005-26.

CLIN #0007 Sports Official for Youth Center Indoor Soccer-30 games.
CLIN #0008 Sports Official for Youth Wrestling-1 games.
CLIN #0009 Sports Official for Youth Baseball/Softball-170 games.

STATEMENT OF WORK
OFFICIALS, SCORERS & TIMERS
FOR YOUTH SPORTS PROGRAMS

GENERAL


Provide officials, scores, & timers for Fitness & Sports Center (FSC) & Youth Activity Center (YAC) youth & adult sports program in accordance with the following specifications: Contractor shall furnish Sports Association Certified Officials (paragraph 3) for each scheduled adult/youth sport game & tournament.


CONTRACTOR SERVICES


1. Contractor shall furnish Sport Certified officials (paragraph4) for each scheduled intramural sports. Sports to be officiated are: Intramural basketball, football, softball, soccer & volleyball. Youth basketball, indoor soccer, baseball, softball, wrestling and soccer.


2. Officials are required to enforce all pertinent rules, local by-laws and safety requirements, with no deviations. These rules/By-laws are established for each officiated sport conducted, along with current Officials Association Rules established for each particular sport.


3. Official Association Rules are located in the following:


*Amateur Softball Association *National Collegiate Athletic Association
*United States Volleyball Association *NRSA Flag Football Rules
*NFSHSA (National Federation of State High School Association)
*Little League Baseball Inc. * American Youth Soccer Org.
*IMA Operating Guide * FIFA


4. By-Laws governing the play of each sport will supplement official sport rules and provided to
contractor prior to start of each sport.

CONTRACTOR RESPONSIBILITIES


1. The contractor provides all personnel transportation, equipment, uniforms, tools, materials,
supervision and other items necessary to perform sports officiating services as defined in this
SOW.


2. Officials shall meet with the Intramural & Youth Sports Director at least two (2) weeks
prior to the start of the scheduled sports. This meeting will cover specific rules & local by-
laws governing the particular sports. A copy of the local by-laws will be provided to the
contractor at the meeting.


3. Officials shall be in the proper location a minimum of 10 minutes prior to the scheduled
game time & ready to officiate.


4. Officials shall wear required uniforms & have proper equipment in accordance with the
rules governing the sport in which they are officiating.



5. Officials shall comply with the Air Force Safety regulations and Youth AFI34-349 while
officiating at Spangdahlem Air Base. This includes professionalism, behavior and
player/spectator control before, during and after games/matches according to AFI34-249.


6. The contractor shall supply the Contracting Officer a list of all officials and their qualifications
within (30) days after the contract is awarded. The Contracting Officer may reject any official
deemed not qualified. All rejections, changes, or deletions shall be in writing and forwarded to
the contractor within 48 hours after evaluation along with the reason for dismissal.

7. Officials for outdoors sports shall have the sole responsibility for insuring lights are
turned off and press boxes are properly secured prior to leaving the field of play when
applicable.

8. The contractor or his designated representative shall coordinate, setup, & run officials clinics
no later than a week prior to the start of each sport. Scorekeepers and timers will be included
in these clinics.


9. If less than the full amount of officials required for a competition shows, the game or match
may be postponed and played at a later date with no charge to the Government.


10. The contractor shall supply the FSC & YAC with a complete roster of officials and score
keepers names, duty phones, and home phone numbers; prior to the start of each sport
season.


11. The contractor shall provide the FSC & YAC with a monthly schedule for officials
and score keepers by the 1st of each month.


12. The athletic director reserves the right to critique each official and score keeper for
performance.


13. When passes are required for non-government officials, the contractor provides
appropriate point of contact poc's names, passport, and social security numbers no
less than five days prior to the scheduled event so authorizations can be obtained.
14. The contractor provides a contract manager (commissioner) who is responsible for the performance of work. The FSC & YAC will be notified immediately of any POC changes. The name of this person and an alternate will be designated in writing to the contracting office prior to the start of performance. The contractor is not allowed to participate as a player, coach, team manager, etc., in the sport they are officiating. Contractor evaluates officials during the season and provides training before each sport begins. If any deficiencies are noted, the contractor takes immediate action to correct the situation
15. The contractor must notify the FSC or YAC by 1200 hours if for unforeseen reason the officials will not show up for scheduled games. If the contractor fails to notify the Fitness center they will be charged monetary penalties equal to that days officials/scorekeepers pay.
16. Contractor and Head official for each sport must be in attendance for all Pre-season coaches and Rules meeting.
17. If a game or portion of a game must be replayed due to valid protest, rule misinterpretation, darkness or inclement weather, the officials will be obligated to fulfill officiating responsibilities for that portion of the game without further compensation.
RESPONSIBILITIES OF THE GOVERNMENT


1. The FSC & YAC will provide all equipment and supplies necessary for teams
to play each sport (balls, flags , score books, time clocks etc.)


2. Appropriate playing fields; the maintenance, repair and care of fields for facilities for
competitions, meetings and clinics shall be provided by the FSC & YAC.


4. The FSC & YAC shall provide the contractor with a schedule of games at least one (1) week in advanced of scheduled events. Tournament dates shall be coordinated with the officials as far in advance as possible, but no later than two (2) days before the tournament. This schedule shall be subject to change by the government due to inclement weather, acts of God, or military related problems and commitments. This schedule shall include all pertinent information necessary.


4. The FSC & YAC shall inform officials of any modifications to the rules/bylaws at least 24 hours in advance.


5. Officials will be paid for the 1st postponed/cancelled game of the day only, provided they
were at the game site 10 min before scheduled start and no prior notice was given.


6. Officials will not be paid for postponed/cancelled games if Contractor is notified at least 1
hour before scheduled start.


7. The Sports FSC & YAC sport Director reserves the right to critique each official's performance and may recommend to the contract holder that certain individuals be removed from future officiating duties if the quality of their officiating is not improved.


YOUTH SPECIFIC RULES


1. If it becomes apparent that weather might be a factor in creating unsafe playing conditions,
the decision to cancel, postpone or reschedule a game, will be made by the Youth Sports
office staff only. This will be done at the earliest by 1500 hours or 2 hours prior to the
scheduled game time on the day in which the game was to be played. If weather becomes a
factor during game play, again the responsibility to cancel, delay or postpone the game will
be made by the Youth Sports office staff person only. Officials working games which are
not fully concluded at the time of postponement or cancellation will be paid for a full game
if more than half the game was booked and the game is considered an "official" game. If
less than an official game was conducted, the officials will be paid only ½ of a regular or
full game fee.


2. Rescheduled games which have been postponed due to weather or safety conditions will be rescheduled by the Youth Sports staff only. Notification of the rescheduled games will be provided the contract holder or commissioner no less than two days or 48 hours prior to the competition so that the contractor or commissioner may have ample time to find officials to work the rescheduled games.


3. The Youth Sports Director reserves the right to critique each official's performance and may recommend to the contract holder that certain individuals be removed from future officiating duties if the quality of their officiating is not improved.


STATEMENT OF WORK

FOR ADULT SPORTS PROGRAMS

GENERAL

ADDITIONAL CONTRACTOR RESPONSIBILITIES

of the scheduled sports to go over the specific rules and local by-laws governing the particular
sports. A copy of the local by-laws will be provided to the contractor at the meeting.


3. Officials shall be in the proper location a minimum of 15 minutes prior to the scheduled game time and ready to officiate.


4. Officials shall wear required uniforms and have proper equipment in accordance with the
rules governing the sport in which they are officiating.


5. Officials shall comply with the Air Force Safety regulations while officiating at Spangdahlem
AB.

15. The contractor ensures all game results are provided to the Intramural Program Director's office by 0800 the first duty day after contests. This includes providing scorebooks or score sheets with information recorded on the documents for the record keeping purposes.


16. The contractor must notify the Fitness and Sports Center by 1200 hours if for unforeseen reason the officials will not show up for scheduled games. If the contractor fails to notify the Fitness and Sports Center they will be charged monetary penalties equal to that days officials/scorekeepers pay.

4. The Fitness and Sports Center shall inform officials of any modifications to the rules/bylaws or change of schedule at least 24 hours in advance.


5. Officials shall be paid for forfeited games provided that they are at the game site at the scheduled start time.


6. Officials will not be paid for postponed games if notified prior to 1500 of the day that the competition by the Fitness and Sports Center. The Fitness and Sports Center shall notify the contractor of all postponed games. If a game or portion of a game must be replayed due to a valid protest on a rule misinterpretation, the officials will not be paid for that game.
